The ACMA requires two quantitative surveys – one of households and a second of small and medium-sized businesses using telecommunication services in Australia. The ACMA is keen to ensure the survey meets the research objectives and allows for future tracking. In the event that the final questionnaires utilise questions from previous ACMA studies (a source for all questions will be noted in the questionnaires), comparison with previous published studies may be warranted.
The services required are outlined in this document, but the ACMA also welcomes recommendations for ensuring the most rigorous methodology with a robust sample design that meet the objectives noted. The ACMA is also keen to ensure maximum value for money is obtained.
The Customer will exclude from consideration any Response that does not meet the following Mandatory Conditions of Participation:
Demonstrates a detailed understanding of the issues associated with the project, including the rationale for the proposed research approach.
Demonstrates previous performance in undertaking comparable research projects within the telecommunications sector or other directly relevant research experience.
Demonstrates experience, qualifications and skills of personnel who will be working on the project.
Demonstrates capacity and ability to meet the project time frames.
