Each EOI submission will be evaluated on the following criteria (not in order of assessment weighting): • Comprehension of the requirements of the scope of this EOI demonstrated through the submission provided; • Demonstrated experience in successfully delivering similar projects on time, within budget, and to client specifications; • Company certifications and staff qualifications; • Staff project experience and capability; • Quality of evidentiary documentation provided; • Response of referred contacts for previous experience; and, • Compliance with ANSTO's proposed Commercial Terms and Conditions. ANSTO is Australia’s leading organisation in the field of nuclear science and technology, and the custodian of landmark scientific infrastructure such as the OPAL Reactor and the Australian Synchrotron. As a Federal Government body ANSTO seeks to provide benefits to the Australian and broader international communities. To that end ANSTO engages in activities such as the production of radiopharmaceuticals for medical diagnoses and cancer treatments, operation and maintaining of research infrastructure for cutting edge nuclear science such as the Australian Centre for Neutron Scattering (ACNS), and irradiates silicone for use in high-end electronics.

An inherent by-product of these activities is radiological Low Level Solid Waste (LLSW). This waste includes smaller items such as used rubber gloves, scientific and medical research supplies typically stored in 400L drums, and ranges to building materials like concrete and steel generally stored in larger 3m3 containers. In order to fulfil ANSTO’s duties as a responsible operator in the nuclear industry an Integrated Waste Management Facility (IWMF) is being constructed at the Lucas Heights campus. This facility will be used to characterise, compact, and condition ANSTO’s LLSW into a stable form suitable for long term storage and eventual disposal at the anticipated National Radioactive Waste Management Facility (NRWMF).

This specification, being released for Expressions of Interest (EOIs), is for the cementitious conditioning plant needed for the two aforementioned packages. It also includes the ancillary equipment and infrastructure integration required to handle the packages and to prevent the release of any hazardous substances.
