Expression of Interest (EOI) for a Developer Partner for the Proposed Innovation Precinct in Lucas Heights

ANSTO is the home of nuclear science and technology in Australia. ANSTO’s vision is to deliver excellence in innovation, insight and discovery through people, partnership, distinctive competencies, nuclear expertise and land mark infrastructure.
• The opportunity
ANSTO is seeking Expressions of Interest (EOI) from suitably qualified and experienced companies that would like to tender for the role of Developer for the proposed Innovation Precinct at Lucas Heights in Sydney.
ANSTO is seeking for a Developer partner who can fund the project based and propose an acceptable revenue sharing model for the project. ANSTO may consider leasing the land for a periods up to 99 years but cannot sell the land. The EOI Registrants may propose a models including Public Private Partnership (PPP) based on Build-Operate—Transfer (BOT) or Build-Own-Operate-Transfer (BOOT) or Build –Own and Operate (BOO) models.
Involvement in this EOI stage of the project may lead to participation in the subsequent tender for the appointment of the Developer.
• Scope
• ANSTO Innovation Precinct
The innovation precinct will be an extension of ANSTO’s existing 70-hectare technology campus at Lucas Heights, Sydney. The innovation precinct will link research with an industrial user base through a graduate institute a deep technology incubator.
• The Graduate Institute
Will attract and develop Australia’s best science and engineering talent, ANSTO needs to connect with an increased number of graduate students, PhD’s and post-doctoral fellows during the formative years of their careers. Integrating students and early career researchers into ANSTO’s research infrastructure and capability and driving innovation initiatives with science and technology advocates who understand the advantage of working in an innovation ecosystem.
• The nandin: deep technology incubator
The deep technology incubator, nandin, the Dhwaral word for “moving forward” provides entrepreneurial support and entrepreneurial culture with in local community, fuelled by ANSTO and the Graduate Institute. The hub will host co-working space for ANSTO internal ventures and portfolio companies, as well as incubator and accelerator programs for companies with deep technology aligned with the focus areas of:
- Health
- Advanced manufacturing& Industry 4.o
- Food and nutrition
There is an immediate opportunity for start-up companies and SME’s who want to be part of our community as well as opportunities for existing incubator and accelerator programs to offer ‘pop-up’ programs aligned with ANSTO’s research themes.
Tenants will be selected on a competitive basis. Acceptance criteria will be based upon business plans, commitment to collaboration, and focus on nuclear science and technology.
