Proposals submitted in response to this RFP will be evaluated against the following categories: Past Performance; Response to Requirements; Transition; Partnering and Collaboration; Business Improvement; Performance Management; Commonwealth requirements; Pricing; Corporate structure / financial viability; and Risk. This RFP process will be followed by a RFT process. It is intended that only shortlisted Respondents will be requested to submit tenders in response to any RFT, under which the preferred tenderer will be selected on the basis of value for money. Due to the complexity of this procurement, the evaluation criteria for the subsequent RFT stage are not yet known, but will be provided to shortlisted Respondents at the time they are invited to respond to the RFT stage.

Defence is seeking a capability partner that can deliver an innovative and modern approach of workforce recruiting to the Australian Defence Force (ADF). Defence is committed to modernising the entire recruiting approach – from the point of attraction to the point of selection for enlistment or appointment, to ensure it maintains the supply of candidates to support existing capability requirements and to meet Australia’s future capability requirements.

The majority of recruiting services for the ADF are delivered under a Recruiting Services Contract (RSC) managed by Defence Force Recruiting (DFR). This arrangement is supported by several other related services and contractors. The scope of the RSC includes:

  • marketing (including attraction),
  • recruiting operations (including candidate management),
  • medical and psychological testing and assessment,
  • ICT services,
  • facilities management, and
  • supporting administrative requirements.

Defence is seeking to engage a prime contractor to provide, or manage the provision of the full scope of services described in this Request for Proposal (RFP). Given the broad scope of services being sought, Defence understands that some Respondents may wish to explore establishing connections with other organisations in order to respond to the RFP. To assist Respondents in making these connections, Defence may publish a Contact List of organisations that are open to being approached for this purpose.  Respondents can register to be included on this Contact List and the list will be published via updates to this ATM.

Request for Proposal overview

Through this RFP, Defence seeks an understanding of the Respondent’s capability, capacity and approach to meet the current and future ADF recruiting services challenge. The ADF is a unique recruiting environment and for the purposes of preparing a response, it is not expected that companies will have knowledge of this environment greater than the information presented in the RFP document suite.

The RFP document suite comprises:

  • A Covering Letter;
  • Part 1 - Conditions of Proposal (including Attachments A to F inclusive);
  • Part 2 - Statement of Requirement (SoR) (including Annexes); and
  • Part 3 – Commercial Framework.

The SOR considers both the current operating environment and potential areas for future improvement.

Procurement Process

This RFP is the first of a two-stage procurement process:

Stage 1 is an open approach to market via this RFP to identify the Respondents with the potential to deliver the requirements.

Stage 2 will be a Request for Tender (RFT) to Respondents that were successful in being shortlisted at Stage 1. As part of the RFT process, shortlisted Respondents will have the opportunity to participate in solution definition engagement activities with Defence, to refine their proposed solutions prior to the submission of their tender responses.

Through this Stage 1 RFP, Defence is seeking, among other things, an understanding of the Respondent’s:

  • proposed service delivery approach; 
  • proposals for continuous improvement innovation and partnering and collaboration;
  • indicative pricing and financial viability (to the extent possible);
  • responses to commercial terms (including a Performance Management Overview); and
  • proposed contracting arrangements, including but not limited to subcontracting and other partnering arrangements.

An Industry briefing will be conducted via remote video conference, commencing at 9:00am on Wednesday 9th September 2020. The industry briefing is an opportunity for Defence to provide background information in relation to the procurement. Attendance at the industry briefing is not mandatory, but is strongly encouraged.

Defence will also conduct two rounds of one-on-one briefing sessions with organisations that intend to lead a Proposal. The one-on-one briefings will take place from late September until late November 2020.

All industry engagement activities will be held virtually to comply with COVID-19 restrictions and social distancing measures.

Details in relation to the industry briefing and one-on-one briefing sessions, including how to register for these briefings, are included in the Conditions of Proposal.

Subject to clause 3.4 of the Conditions of Proposal the Commonwealth will exclude a Proposal from further consideration if the Commonwealth considers that the Respondent does not comply with any of the Conditions for Participation specified in the Proposal Details Schedule. 

  1. Provide a Statement of Tax Record as set out in clause 1.14 of the Conditions of Proposal.

clause 1.14 Statement of Record states:

In accordance with the Black Economy Procurement Connected Policy, and subject to clause 1.14.2, a Proposal is to include all of the satisfactory and valid STRs required from a Respondent under Table A-3 of Annex A of Attachment A to the COP.

If the Proposal includes an STR receipt issued by the Australian Taxation Office confirming that the STRs required under Table A-3 of Annex A to Attachmment A to the COP were requested prior to the Closing Time, then the Respondent must provide all of the required satisfactory and valid STRs to the Contact Officer within 4 Working Days after the Closing Time.

Respondents are to obtain and hold as at the Closing Time all of the satisfactory and valid STRs required under Table A-3 of Annex A to Attachmment A to the COP (or an STR receipt confirming that the STRs required under Table A-3 of Annex A to Attachmment A to the COP were requested prior to the Closing Time) of any entity that the Respondent proposes to engage as a direct Subcontractor, if the total value of all work under the Subcontract is expected to exceed $4 million (inc GST).

For the purposes of the RFP, an STR is taken to be: 

  • satisfactory if the STR states that the entity has met the conditions, as set out in the Black Economy Procurement Connected Policy, of having a satisfactory engagement with the Australian tax system; and
  • valid if the STR has not expired as at the date on which the STR is required to be provided or held. 

Subject to clause 3.4 of the Conditions of Partcipation, the Commonwealth will exclude a Proposal from further consideration if the Commonwealth considers that the Proposal does not comply with the Minimum Content and Format Requirements specified in the Proposal Details Schedule.

 
  1. Proposals (including all attachments, annexes and supporting documentation) are to be written in English.
  2. All measurements in Proposals are to be expressed in Australian legal units of measurement unless otherwise specified.
  3. Respondents are to include a PDF copy of the Declaration by Respondent substantially in the form of Annex B to Attachment A to the COP duly signed by the Respondent.

Defence anticipates that it will enter into a contract with the successful tenderer in October 2022. The Operative Date for the RSC will be 1 July 2023.
