GovCMS Drupal Services Panel 2021

The Department of Finance will establish a new Whole of Australian Government GovCMS Drupal
Services Panel. This Panel once formed will replace the current GovCMS Drupal Services Panel
(SON 3456725) which will expire on 30 June 2021.
Any supplier on the current Drupal Service Panel is required to submit a new Tender in response to this
RFT in order to be considered for the new Panel.
At the time of the release of this Tender, GovCMS hosts more than 300 websites for almost 100 different
government entities. The GovCMS platform provides services to Commonwealth, state and local
government entities.
The Panel will be established for an initial three-year period to 30 June 2024, plus an optional one-year
term extension. Finance, at its discretion may refresh the panel annually to enable new suppliers to
apply.
Finance requires all Tenderers to tender for the provision of Category?1 (General Drupal Services).
Tenderers may also choose to tender for the provision of some or all of the packages in Category?2 (Fixed
Price Drupal Services), but are not required to do so.
A detailed description of the Drupal Services sought under this RFT (including those that fall within each
of the Categories) is set out in the Statement of Requirements.
Finance may offer an Industry Briefing via video conference, or as an addendum Industry Information
Pack. The key objective of any industry briefing will be to provide prospective Tenderers with an
overview of the RFT package and the Head Agreement and guidance on how to complete the Tender
Response Schedule.
The date and time of any video conference briefing will be advertised as an Addendum to this RFT. Prospective Tenderers will be required to register their interest by emailing the Tender Officer at least 48 hours prior to the briefing session. Tenderers will be allowed a maximum of 2 connections to the video conference, but may allow multiple personnel to observe on each connection. Where possible, either by audio, or in written form, questions will be accepted during the briefing session. Finance reserves the right not to answer questions at the time, but all questions received during the session will be answered in writing and posted as an Addendum to this RFT. The presentation slides from any industry briefing will be made available as an Addendum to the RFT. Only high level information, consistent with the information already made available to potential Tenderers in the RFT, will be included in the presentation slides. Pricing information that accompanies any Tender must be submitted electronically in the Excel spreadsheet provided. Tenderers may also choose to submit both an Excel file, and a PDF version of their pricing information.
Refer to clause 71 of the RFP. Finance will exclude a Tender from further consideration if at any time before a Head Agreement is executed Finance considers that the Tender does not meet any one or more of the following conditions for participation:
* The Tenderer exists as a legal entity at the Tender Closing Time; and
* the Tenderer either: o holds a Valid and Satisfactory Statement of Tax Record by the Tender Closing Time; or
- has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Tender Closing Time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Tender Closing Time.
From 1 July 2021 – or earlier based on the date of the first executed Head Agreement until expiry of contract.
