This is a call for expressions of interest (EOI) only and no contract will be awarded directly through this ATM. The purpose of this EOI is to identify suppliers who have the skills, knowledge and industry experience to provide the modelling services described below. The CER will use submissions to this EOI to make a list of service providers it can approach when it requires these modelling services. Any modelling the CER commissions will be by a separate approach to market.

The CER commissions:

  • Small-scale Technology Certificate (STC) modelling each year – see the description below.

  • Photovoltaic (PV) system and battery modelling as required – see the description below.

A supplier may wish to make a submission for only one part of the modelling services describes here, for example, just modelling of PV system and battery installations That is Ok.

The CER expects that any of the modelling work described below would be less than $80,000 in value. Pricing is not required in your expression of interest.

 

Modelling STC creations

The Small-scale Renewable Energy Scheme (SRES) enables STCs to be created for new PV systems, solar water heaters and air-sourced heat pumps. The CER uses modelling (estimates) of STC creations as an input for calculating the annual Small-scale Technology Percentage (STP). The STP determines how many STCs a liable entity is required to surrender to the CER each year to meet its SRES obligations.

The CER is seeking expressions of interest from suppliers who can provide:

  • STC creation estimates for the Small-scale Renewable Energy Scheme (SRES) compliance year and 1 and 2 years beyond the SRES compliance year.

  • A report with the assumptions, methodology, modelling and analysis supporting the supplier’s estimates. This report will be published.

Modelling PV system and battery installations

The CER uses modelling of PV system installations and capacity and battery installations and capacity to help it understand market developments and inform the market through CER publications such as the Quarterly Carbon Market Report.

The CER is seeking expressions of interest from suppliers who can provide:

  • Projections of new PV installations and capacity for residential and commercial systems up to 100 kW (the size range of systems covered by the SRES) and commercial and industrial systems from 100 kW to 5 MW. Projections could be 1 or 2 years ahead, or further, depending on requirements at the time.

  • Projections of new battery installations and capacity installed at residential, commercial and industrial sites. Projections could be 1 or 2 years ahead, or further, depending on requirements at the time.

  • A report with the assumptions, methodology, modelling and analysis supporting the supplier’s projections. This report may be published.
