This RFT replaces the previous Request for Tender issued by the former Department of Human Services to establish a panel for the provision of Internal Audit Services (RFT 1000635428). The previous RFT has been terminated.
To reduce the burden on Tenderers who have responded to the previous Request for Tender process, Tenderers have been given the option to confirm wholly or in part their tender response submitted to RFT 1000635428, subject to the requirements set out in clause 11.2. The Explanatory Note at Appendix A provides additional information for Tenderers about the options and requirements for confirming a previous tender response.
The Conditions for Participation are:
(a) the Tenderer either:
(i) holds a Valid and Satisfactory Statement of Tax Record by the Closing Time of this RFT including for each of the following:
(A) the Tenderer company;
(B) if the Tenderer is a trustee, the relevant trust and the trustee;
(C) if the Tenderer is a partnership, each partner that is directly involved in the delivery of the Services; and
(D) if the Tenderer is part of a consolidated group for income tax and/or GST for taxation purposes, the income tax group head and/or GST group representative; or
(ii) has a Statement of Tax Receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time of this RFT and holds a Valid and Satisfactory Statement of Tax Record no later than four (4) business days from the Closing Time of this RFT;
(b) if the Tenderer has provided a Statement of Tax Receipt under clause 18.2(b)(ii), the Tenderer must also provide a Valid and Satisfactory Statement of Tax Record (including any Satisfactory Statement of Tax Record held by any partner, trust, income tax group head and/or GST group representative) to email@example.com no later than four (4) business days from the Closing Time of this RFT;
(c) the Tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver the goods or services for the Requirement with an estimated value of over $4 million (GST inclusive); and
(d) the Tenderer confirms that it offers to provide the Requirement to other Commonwealth Entities in accordance with clause 12.3 to 12.15 of this RFT.
The term of the contractual arrangement with the successful Tenderer(s) will be three (3) years plus up to two (2) one (1) year options to extend.
