Background:
Establishing shared corporate services across the Australian Public Service (APS) is a long-term priority for the Australian Government. To achieve this all agencies need core underpinning technology and streamlined business processes to deliver their key responsibilities to Government and their staff.  Shared corporate services across the APS will help boost the ability of the APS to deliver public service.

The Government’s approach to modernising and streamlining technology and business processes across the APS will be delivered through the Shared Services Transformation Initiative (the initiative). This whole-of-government initiative is designed to establish common enabling tools and services that will increase the capacity of the APS. The initiative is stewarded by the Shared Services Transformation Group within the Department of Finance (Finance).

Many agencies need their existing ERP capabilities to be upgraded to maintain compliance and deliver better services to staff, business and citizens. The most affordable approach is to do this once, centrally, to a high standard, and in a shareable way so that all agencies are using a similar solution and can leverage the benefits of any investments made.

Description:
It is anticipated that the GovERP Core System will be complemented by a range of cloud-based products that would complete the functionality necessary to meet the Commonwealth’s needs.  In line with this, Finance is intending to establish a panel of one or more suitably qualified suppliers capable of providing complementary GovERP Edge Capabilities. These capabilities will:
- be cloud-based,
- be scalable,
- be commercial off the shelf, and
- include limited product installation services to integrate with the core platform.

Please note: The scope of work associated with the procurement of the GovERP Edge Capabilities yet to be released to the market does not include the provision of configuration or implementation services. If configuration or implementation services are required they will be the subject of a separate procurement process.

The panel will cover the following categories of GovERP Edge Capabilities:
- Category 1 - Contractor Management (under evaluation)
- Category 2 - Travel and Expense Management
- Category 3 - Hire to Retire
- Category 4 - Procure to Pay

In May 2020 the SSTG approached the market for Category 1 – Contractor Management Edge Product and this category is under evaluation.

This is a pre-release notice intended to advise industry that Finance is planning to approach the market for Categories 2 to 4 (inclusive) in Q2 FY 20/21.

To maximise industry understanding of the requirements and the GovERP context, Finance intends to hold an industry briefing. However due to current COVID-19 restrictions, Finance will be unable to hold any face-to-face industry briefings. The date of the industry briefings will be included in the request documentation.
