EST02039 - Borneo Barracks Redevelopment Project - Invitation to Register Interest – Design Services Consultant (DSC-1)
The services include design and related services in respect of the following works:
1. New infrastructure to connect to Council sewer network, Sewerage Treatment Plant (STP) demolition and remediation and sewer network infrastructure upgrades
Validation of the proposed connection to council sewer network. Connection into council sewerage network with new rising main and associated pump station/s sized to meet current and future Base requirements. Demolition and remediation of existing STP.
Repair and replacement of Base sewer infrastructure co-ordinated with council network connection to meet current and future Base requirements.
2. New Main Entry Precinct
New Base entry facilities addressing safety and modernisation of existing security infrastructure. Provision of car parking to meet new entry precinct requirements.
3. ICT upgrades
Investigate and validate requirements for communications upgrades to existing ICT to meet current and future Base requirements to be compliant with Tier 3 requirements, including the development of a Master Plan.
4. Fire fighting water upgrades
Upgrades to the current fire fighting system to comply with current and future Base requirements. Ensuring Defence Manual of Fire Protection Engineering standards and other provider requirements are achieved.
5. Electrical upgrades/Central Emergency Power Station (CEPS)
Development of a Master Plan of Base power requirements, including the defining of no loss/fail requirements to establish emergency power requirements. HV ring main, transformers and power factor correction. Compliant CEPS that ensures the safe and reliable supply of electricity across the Base by maintaining backup power supply. Ensuring upgrades are compliant with Australian Standards and the Defence Manual of Infrastructure Engineering - Electrical.
6. Potable water upgrades
The Base's water network is required to be replaced and upgraded to a standard that is able to comply with the current and future Base needs.
7. Demolition of redundant assets
Demolition of redundant assets and infrastructure in accordance with Defence policies and requirements.
8. Provision of Services for Living In Accommodation (LIA) precinct and provision of LIA
Development of a Master Plan for the provision of LIA facilities within the EBP Domestic Zone area with consideration of site, environmental and services infrastructure requirements of the area. Provision of services infrastructure to begin realisation of the new LIA precinct. LIAs to be constructed in accordance with the Domestic Zone Master Plan.
9. Stormwater upgrades
Undertake upgrades to the stormwater system to ensure it is compliant with all requirements and has the ability to support the current and future Base needs.
10. Fuel and Gas
Local Emergency Generators for the powerhouse will no longer be required once the new CEPS is established and hence the powerhouse will be demolished.
11. Studies and Investigations
Traffic study and LIA Master Plan assessment to be conducted to support the Estate Base Plan and the current and future Base requirements.
12. Road and Footpath works
Improvements to Base road and pedestrian infrastructure to maintain safety and meet current and future Base requirements
DSC Contract Update
Applicants should note that the DSC-1 (2003) templates are currently the subject of review and amendment by the Commonwealth and may be republished on DEQMS (in the form of the DSC-1 2021 and associated templates). Subject to the timing of such review, the Commonwealth may use those republished templates (including the Conditions of Contract) as the base for the request for tender documentation.

An industry briefing will not be conducted.
Building Code 2016
The Building Code 2016 does not apply.
Joint Bids

PWC Act
The works described in the Invitation to Register Interest are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth).
