The Sydney Harbour Federation Trust (Harbour Trust) is requesting tenders from suitably qualified Respondents for the provision of cleaning services for four sites: Headland Park (Mosman), Cockatoo Island, Sub Base Platypus (North Sydney), North Head (Manly). The cleaning services will be provided in accordance with the Statement of Requirement issued as part of this Request for Tender (Part B).

Tenders are to be submitted via AusTender, in accordance with the Request for Tender Conditions (Part A) and tender Response Schedules (Part C). 

It is the Harbour Trust’s preference to award one contract for all four sites. However, Respondents may tender for one or more sites, and the Harbour Trust may award one or more contracts. Hygiene services are optional, and the Harbour Trust reserves the right to remove hygiene services from the scope of any contract(s) awarded.

The contract will be for an initial term of two years plus up to three, one-year extension options (at the Harbour Trust’s discretion). The contract will take the form of the draft Contract issued as part of this Request for Tender (Part D).

A mandatory briefing wil be held as follows: 

  • 10am Friday 16 December 2022 at Building 28, Best Avenue, Mosman NSW 2088 (Headland Park).
  • Respondents are to register with the Contact Officer no later 5pm Wednesday 14 December 2022 the contact details of a maximum of 2 attendees per Respondent.
  • Respondents are strongly encouraged to visit the other sites prior to the briefing.

Conditions for Participation are set out in the Specification (Part B). These include:  

  • The Respondent is a legal entity at the Closing Time. 
  • Neither the Respondent organisation, nor any of its directors, have had a judicial decision against them relating to employee entitlements or workplace health and safety.
  • Neither the Respondent organisation, nor any of its directors, have engaged in practices that have been found to be dishonest, unethical or unsafe.  
  • The Respondent agrees, if it is successful and if it is a ‘relevant employer’ under the Workplace Gender Equality Act 2012, to provide a current letter of compliance with that Act. 
  • The Respondent has a Statement of Tax Record (STR) or a receipt demonstrating that a Statement of Tax Record has been requested from the ATO.  
  • Public liability insurance, with cover for $20 million per occurrence, or confirmation this level of insurance will be taken out if successful.
  • Product liability insurance, with cover for $10 million, or confirmation this level of insurance will be taken out if successful.
  • Workers compensation insurance.  
  • The Respondent has attended the mandatory tender briefing.

Contract commencement is expected to be early April 2023.
