Acquiring and Settlement Services and Payment Gateway Services

The Bank is the transactional banker for many Commonwealth government agencies (Customers). The Bank’s services offer facilities for accepting cards and other payment methods in-person, online and via Interactive Voice Recognition (IVR). The Bank is putting to tender the acquiring and payment gateway services which enables these services.
The RFP is structured to allow Respondents to respond to either or both of the specific requirements for Acquiring and Settlement Services and Payment Gateway Services. Upon evaluation, the Bank reserves its right to determine whether two Respondents or a single Respondent may be awarded the contract(s) to this RFP.
Initial term is five (5) year duration with two (2) optional two (2) year extensions.
The Respondent exists as a legal entity at the Closing Time.
The Proposal must include a completed and signed Response Deed (Part 4 cl. 1.3).
Responses are received prior to the closing time.
The Proposal must include a completed Employee Entitlements and Work and Health & Safety check (Part 4 cl. 8.3 & 8.4).
The Proposal must include a completed Workplace Gender Equality check (Part 4 cl. 8.2).
The Respondent is not listed as a designated entity (Designated Entity) by the Minister for Foreign Affairs. (Part 4 cl. 8.6).
Respondent must comply with Mandatory Requirements.
The successful Respondent for Module 1 - Acquiring and Settlement Services must meet the requirement to swap-out Devices and complete the transition of the Bank’s eftpos (card present) service by 1 March 2023. This date is firm and not negotiable.
The transition of all other services associated with Modules 1 and 2 must be completed prior to December 2024.
