The Department of Immigration and Border Protection (DIBP) issued an AusTender Notice on 29 October 2014 advising of DIBP’s intention to undertake the procurement of services for the Regional Processing Centres on Nauru and Manus, Papua New Guinea, and inviting potential suppliers to attend Industry Information Sessions and provide feedback.

The Request for Tender describing the Department’s requirements is expected to be released in late January 2015.

It is proposed that the Request for Tender will seek responses in relation to two service bundles.  The bundles are:
- garrison and welfare services, incorporating management of all services associated with accommodation, facilities and logistics, as well as services aimed at supporting the well-being of each transferee, including a specific set of services provided to transferees under 18 years of age, families and unaccompanied minors
- health care services: all health-related service provisions.

Services will be required to be delivered within the Regional Processing Centres, as well as limited services within the local communities of Nauru and Manus to support settlement activities for Refugees.  Potential suppliers will be able to bid for one or both service bundles.

Industry briefings and site visits are expected to be held in February 2015.  As the site visits will be held in Nauru and Manus, Papua New Guinea respectively, potential suppliers will need to ensure they have valid visas to travel to these countries.  Potential suppliers should commence making applications for visas as soon as possible.

The current contracts for garrison, welfare and health services on Nauru and Manus expire on 31 October 2015.  New arrangements must be in place and fully transitioned by this date.
