As part of a larger transformation program, the AEC seeks to modernise its approach in the management of its Temporary Election Workforce (TEW).

The TEW is a collective term for all categories of staff the AEC employs to work in an electoral event supplementary to the AEC’s usual workforce (APS personnel), consisting of approximately 100,000 personnel.

To accomplish this, funding has been allocated to decommission the legacy AEC Pay (payroll) system and to replace it with a new TEW Payroll Management Capability solution. This modernisation is critical as the existing system is overly dependent on bespoke applications and vendor support, with escalating sustainment costs. The AEC’s bespoke legacy systems are in a position where upgrading them is unsustainable and retention of the licenses does not represent value for money.

Through this procurement, the AEC aims to obtain a payroll solution that provides the capability to calculate and process payroll (including super and tax liabilities) so that TEW staff are paid in a timely manner according to their work and entitlements. The solution must address the requirement specified in the Statement of Requirements.

The new solution will allow national, state, and divisional offices to achieve higher productivity and process efficiency.

The AEC will be conducting an industry briefing for this procurement with details as follows:

Date: Monday 23 January 2022, time to be advised to registered attendees.

The AEC will provide details of the online platform being used and details of how to connect to the industry briefing to those who have registered intention to attend.

(a)The Tenderer either:

i. holds a Valid and Satisfactory Statement of Tax Record; or

ii. has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the RFT Closing Time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the RFT Closing Time.

(b)       The Tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).
