The Australian Federal Police (AFP) requires responses from suitably qualified and experienced Service Provider to manage the entire domestic and international relocation process including long and short term storage.

The AFP intends to enter into a Contract with a sole provider.  The sole provider will provide the full scope of services themselves, or via a number of sub-contractors.

The AFP currently facilitates the relocations of approximately 250 employees annually within Australia and its Territories and up to 70 employees on overseas postings in 33 locations within 28 countries.

The AFP will exlcude a Tender from further consideration if it considers that the Tenderer does not comply with all of the following:

a.  the Tenderer must:

(i)  exist as a legal entity (see clause 2.3);

(ii)  if non-compliant under the WGE Act, obtain a letter of compliance from the Workplace Gender Equality Agency and include the letter in its Tender (see clause 2.24.6);

(iii)  solvent and financially viable; and

(iv)  hold all Authorisations necessary for it to be able to perform the Service tenderered for in accordance with applicable laws.

(b) in relation to the Tenderer, the Tender must:

(i) hold all Valid and Satisfactory Sttement of Tax Records in relation to the Tenderer by the Tender Closing Time (refer to Schedule 12 - Procuremente Connected Policies); or

(ii)  if all valid and satisficatory STatement of Tax Record cannot be provided by the Tender Closing Time in accordance with clause 2.1.1 (b) (i), hold a receipt or receipts issued by the Australian Taxation Office demonstrating that all the relevant Statements of Tax Record have been requested from the Australian Taxation Office by the Tender Closing Time; and

(c) in relation to any First Tier Subcontractor known at the time of submission that the Tenderer proposes to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive) over the Contract Period, the Tenderer must:

(i)  hold all Valid and Satisfactory Statement of Tax Records in relation to the First Tier Subcontractor by the Tender Closing Time (refer Schedule 12 - Procurement Connected Policies); or

(ii)  if all valid and Satisfactory Statements of Tax Record cannot be provided by the Tender Closing Time in accordance with Clause 2.1.1 (c) (i), hold a receipt or receipts issued by the Australian Taxation Office demonstrating that all the relevant Statements of Tax Record  have been requested from the Australian by the Tender Closing Time; each being a "Condition of Participation".
