Project Summary 

The objective of the EST02009 RAAF Base Darwin Mid Term Refresh Project is to sustain RAAF Base Darwin until the next redevelopment. The intent of the Project is to begin to strengthen the foundations of RAAF Base Darwin by replacing aged, non-compliant and undersized infrastructure with a focus of improving base resilience.

Services Summary

The services include the design and planning and, subject to Defence, Government and Parliamentary approvals, the construction of the infrastructure and facilities.

The initial Contract phase services include the design and related services including cost estimation and construction programming in respect of:

  • Vehicle and Pedestrian Access
  • Potable and Fire Water Systems
  • Stormwater and Drainage Systems
  • Sewerage Systems
  • Secure Briefing Facility.

The project 5% Master Planning and Feasibility Report milestone has been completed.

  • The initial Contract Phase milestone services include:
  • Site survey, Geotechnical, and Environmental investigations
  • Site investigations to verify current conditions and reduce design, construction and operational risks
  • Environmental, Heritage and Contamination professional services
  • 30% Concept Design Report milestone services, including site selection approval
  • Support to Defence, Government and Parliamentary Approvals
  • 50% Schematic Design Report milestone services
  • 90% Detailed Design Report milestone services
  • 100% Final Design Report milestone services. 

The Project scope may be expanded to suit emerging requirements. 

Fast-tracked procurement of the following subcontracted Design Services Subconsultant Contract (DSSC) professional services is being considered, which will enable the Program to achieve critical capability milestone deadlines:

  • Site Survey (topographical and services)
  • Geotechnical and Environmental investigative services and analysis
  • Accredited Building Surveyor
  • Architectural services
  • Electrical services (HV and LV)
  • Information Communication Technology (ICT) services
  • Security Construction and Equipment Committee (SCEC)-endorsed Security Zone Consultant services
  • Civil services
  • Structural services
  • Hydraulics services
  • Fire services
  • Mechanical services
  • Explosive Ordnance Planning and design services.

The procurement is programmed for release in Quarter 1 of 2022.

At the time of tender, to receive the Tender Documents potential Tenderers must request a Disclaimer and Confidentiality Agreement (DCA) from the Tender Administrator. On receipt of a correctly completed and executed DCA the Tender Administrator shall issue the Tender Documents via AusTender upload.
