This Procurement Process is a 'multi-stage procurement' for the purpose of the Commonwealth Procurement Rules, which consists of Stage 1 (this REOI) and Stage 2 (RFP). While this is a multi-stage procurement, Finance will not be 'evaluating REOI Responses in Stage 1, nor will Finance 'down-select' Respondents from this Stage 1 REOI to participate in the Stage 2 RFP. Entities that do not respond to this REOI will not be precluded from responding to Stage 2. The REOI GovCMS Hosting services document describes the procurement process, conditions of participation and the evaluation criteria that will apply to the RFP Stage 2. The RFP Stage 2 is planned for release on AusTender 17 January 2023.

The Department of Finance (Finance) is conducting this Request for Expressions of Interest (REOI). This REOI is Stage 1 of the Procurement Process, which provides an opportunity for interested organisations to engage with Finance about the requirements.

GovCMS is an open source, private cloud-based Drupal Content management system and website hosting service for Australian Government entities (Agencies). GovCMS is managed by Finance and offers a shared GovCMS cloud environment for Agencies who wish to use the service as a Software as a Service and Platform as a Service.  Further information is available here: https://www.govcms.gov.au 

Finance intends to consult with interested parties to identify information needed to finalise the Statement of Requirements (SOR).

The draft SOR sets out the minimum requirements for the GovCMS Services upon which Finance is seeking feedback in accordance with this REOI. This SOR may be updated to reflect information provided in response to this REOI, if any, if accepted by Finance. 

Following the conclusion of this REOI, Finance may conduct a Stage 2 Request for Proposal (RFP), utilising the information gathered in the former stage.

The Stage 1 REOI will provide all information necessary, including the draft SOR to permit prospective Respondents to prepare and lodge submissions for Stage 2.

As part of the REOI, Finance makes no commitment to accept any such proposal beyond evaluating the technical capability and service delivery experience of the Respondent.

Not participating in this REOI Stage 1 does not limit Respondents from participating in the later Stage 2 of the procurement process.  Prospective Respondents may be invited to participate in Stage 2 via an open market release of the RFP, including those that did not participate in this Stage 1.

Further requirements will apply to Stage 2, including mandatory conditions of participation (e.g. the Shadow Economy Policy requirements as outlined for information to Respondents at clause 10 of the REOI document) that must be met during Stage 2. Failure to comply with those mandatory conditions of participation will result in Respondents being disqualified from further evaluation during Stage 2.

Finance recognises that not all potential Respondents will be familiar with government procurement and related policies. 

Finance may contact prospective Respondents during this Stage 1 – week commencing 10 January 2023 - to collect information and clarify the approach to the Procurement Process, including the requirements and mandatory conditions for participation in the Stage 2 RFP that must be met with to participate in Stage 2 of the evaluation process.
