The HSRA is seeking to engage the services of a suitably experienced Service Provider to undertake Commercial Delivery Advisory and Industry Engagement services to support the Detailed Business Case for Sydney to Newcastle High Speed Rail.

These services are part of an iterative process that seeks to continually optimise the delivery strategy for the project by taking into account the complexity, scale and refinements in the scope of the project, feedback from the industry during the industry/market engagement sessions, and insights from key stakeholders and strategic advisors during challenge and review sessions. 

In addition to the above services, the Service Provider will also:

  • Support the High Speed Rail (HSR) Project Team with whole of government stakeholder interactions engagement.
  • Support the Detailed Business Case through the internal and external assurance processes, panel reviews and peer review committees.
  • Any other tasks as agreed from time to time in relation to the project at the direction of the Principal.

The Service Provider in conducting these Services is expected to work as part of an integrated project office and work collaboratively with the HSR Project Team including contractors and other service providers.

It will be critical that the Service Provider works closely with other service providers to obtain relevant inputs in order to deliver the Services and provide information and advice to enable other service providers to deliver their services.

The HSRA also encourages the industry to form suitable consortia where necessary to offer the Services across the disciplines.

The Service Provider may include specialist sub-contractors necessary to fulfil the requirements of the Services. Where a sub-contractor is included the Service Provider is fully responsible for the sub-contractor’s compliance with the requirements of the Contract and Services Brief, including in respect of exclusivity where it is a requirement.

An online industry briefing will be held on Wednesday, 27 March 2024. Further details are provided at A.A.1 of the ATM documentation. The industry briefing is not mandatory and attendance is at the sole discretion of the HSRA to entities with the capability to undertake the required services jointly or individually. Pre-registration via the Briefing Access Request form (see ATM Appendix) is required to be submitted by Friday, 22 March 2024.
