Australia is hosting the Commonwealth Games in April 2018. The NMI Australian Sports Drugs Testing Laboratory (ASDTL) is the only World Anti-Doping Agency (WADA) accredited laboratory in the Asia Pacific region and will be instrumental in providing sports drug testing of athletes attending the Games.

This procurement is a project to work with suppliers to acquire, install, and commission additional instrumentation in order for the NMI ASDTL to provide the required sports drug testing of athletes attending the 2018 Commonwealth Games, and ensure compliance with World Anti-Doping Agency (WADA) standards and specifications. NMI is keen to partner with manufacturers to provide the best outcome for the provision of testing for this major event.

Accordingly, the Department invites suitably qualified consultants/contractors to submit a tender for the supply of a suite of scientific instrumentation for delivery of anti-doping testing for the Games.

A number of individual pieces of instrumentation are required. Please downlaod this tender for the full details of required items; specifications; and respective required delivery dates.

Tenderers are invited to tender for the supply, installation and commissioning of any of the required items of instrumentation.

Tenderers should consider possible contract options such as partnering involving  ongoing access arrangements / collaborative research opportunities etc that suppliers and the Department (NMI) might negotiate based on tender submissions.  Leasing options are also sought where this may be required. While the primary consideration will be the best overall value to the Commonwealth, a mutually beneficial arrangement is desired.

Tenderers may submit a response for one or any number of the required pieces of instrumentation.

It is anticipated one or more contracts will be entered into as a result of this RFT and will be based on the Draft Form of Contract. However, the Department may vary the terms and conditions (see clause 26(a)) based on the resulting arrangement with the supplier.

The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.

The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.

The anticipated timeframe for respective contracts is March to November 2017.   Extension options may be considered dependant on the method of procurement.
