The procurement consists of Joint Technical Trades Training services to assist the Royal Australian Navy (RAN) and Australian Army to deliver a suitably trained and qualified workforce to operate in roles requiring technical trade qualifications, where Technical Trades Training means commercially available training that leads to a qualification, competency or recognised skill set under the Australian Qualification Framework (AQF) Levels 1 to 6 and non-accredited training for technical trades to meet Defence and industry standards.

 

This procurement seeks to replace the services currently provided by the Navy's Technical Training Support Services (TTSS); Army Technical Trades Training (ATTT); and the Army's Academic Phase of the Aviation Artificer Course (APAA). 

 

The Effective Date (ED) is the 28th of June 2023, however the Operative Date (OD) is the 1st of November 2023. There is also a six month Phase In period which will overlap with OD. The OD of the JTTTS will be aligned with the expiry of the TTSS contract. The initial term will be five years and two months (from OD), to align with the end of calendar year. Training services covered by the ATTT and APAA contracts will be rolled into the contract from 1 January 2024 and 1 January 2025 respectively, to align with the expiry date of these contracts. The contract will also include two optional award terms of three and two years each respectively, or part thereof. 

The training services to be provided to Defence include:

a. Training Delivery Services;

b. Training Management Services; and

c. Training Development Services.

The Commonwealth has prepared a package of background information in relation to RFT 25857 Joint Technical Trades Training Services Contract (RFT) to be made available to tenderers via an online data room (Supporting Data). The Supporting Data comprises confidential information of the Commonwealth and potentially third parties.

Under clause 2.11 of the RFT Conditions of Tender (COT), the Confidant must complete and submit a copy of  'Appendix 1 to Conditions of Tender - Deed of Confidentiality', duly executed by the Confidant, in order for the Commonwealth to provide the Confidant with access to the Supporting Data.

1.13.1 A tenderer must satisfy one of the following three conditions:

a. be a Registered Training Organisation registered with Australian Skills Quality Authority (ASQA) or equivalent state based framework (RTO);

b. propose in its tender one or more Approved Subcontractor(s) which are an RTO; or

c. include a plan in its tender for:

(i) the tenderer to become an RTO; or

(ii) one or more proposed Approved Subcontractors to become an RTO,

by the Effective Date in the draft Contract.
