This procurement will engage a service provider to deliver a national child sexual abuse offending prevention service (Service). The objective of the Service is to protect children from sexual abuse by intervening before an individual offends or re-offends.

People will be able to contact the Service if they are worried about their own sexual thoughts and behaviours towards children or young people, or when they are worried that an adult is at risk of or is already offending.

The Service will primarily provide advice and guidance on: 

  • how people can learn to manage unwanted sexual thoughts and feelings, and stop harmful or offending behaviour; and
  • what people can do and where they can go if they are concerned about an adult’s (i.e. someone else’s) behaviour.

The Service will fulfil these objectives by providing a helpline, website and other contact methods (such as SMS or online chat) that people can use for free and anonymously.

The Department will be publishing a pre-recorded industry briefing concerning the RFT.Viewing the industry briefing is optional.A link to the industry briefing will be provided to registered Tenderers and made available via AusTender within a month of the release of the RFT.

Tenderers must meet the following conditions:

  • exist as a legal entity at the Closing Time (including compliance with clause 8.3.2, if a consortium); 
  • not be insolvent, bankrupt, in liquidation or administration at or after Closing Time (this applies to any consortium members);
  • the Tenderer 
    • either
      • holds a Valid and Satisfactory Statement of Tax Record by the Closing Time; or
      • has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Closing Time; and
    • the Tenderer holds a Valid and Satisfactory Statement of Tax Record for any first-tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).
