The Department of Social Services is seeking suitably qualified and experienced organisations to submit proposals to establish and deliver the National Centre for the Prevention of Child Sexual Abuse (National Centre).

The Royal Commission into Institutional Responses to Child Sexual Abuse recommended a National Centre be established to provide national leadership in supporting victims and survivors of child sexual abuse. The National Centre is to raise awareness and understanding of the impacts of child sexual abuse, support help seeking and guide best practice advocacy, support and therapeutic treatment. The National Centre will also provide a focus on preventing future child sexual abuse. 

The National Centre should partner with victims and survivors in all its work, valuing their knowledge and experience.

The National Centre will operate independently from government and meet the needs of a diverse sector. The National Centre will support improved outcomes for victims and survivors, and through its functional areas and core activities, and support the prevention of child sexual abuse.

The Services relating to the establishment and delivery of the National Centre include determining the National Centre governance structure and operating model in consultation with states and territories, and agreement by the Department of Social Services.

The Department will exclude a Proposal from further consideration if the Respondent does not meet the following conditions for participation.
The Respondent must:


(a) exist as a legal entity at the Proposal Closing Time;
(b) not be insolvent; bankrupt, in liquidation, or under administration or receivership at the Proposal Closing Time (this applies to any consortia members proposed in the Respondent’s Proposal);
(c) submit the Proposal as a single legal entity which would enter into any resultant Contract with the Department.
(d) Either:
(i) hold a Valid and Satisfactory Statement of Tax Record by the Proposal Closing Time; or
(ii) have a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Proposal Closing Time, and hold a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Proposal Closing Time; and
(e) hold a Valid and Satisfactory Statement of Tax Record for any first tier consortium members or subcontractors that it proposes, as part of its Proposal, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

The establishment of the National Centre is expected to commence from February 2021 and funding will be provided for a five year period.

There will be no extension period.
