A safe, sustainable and efficient aviation sector is critical to the Pacific region’s recovery from COVID-19 and to long term human and economic development. However, geographic isolation, small populations and capacity constraints are ongoing sector challenges. There is an opportunity for Australia to support the Pacific aviation partners in a long term, coherent and effective way through the Sustainable Pacific Aviation (SPA) Program.

The SPA Program is a new, up to five-year investment by Australia to support a sustainable, inclusive, and resilient aviation sector in the Pacific. The program will build on support provided by DFAT to the sector since 2020 to mitigate the impacts of COVID-19. This support has created an opportunity to transition out of pandemic-related support and build on the strong foundation and goodwill created to support longer term sector sustainability.

Aviation support, including the Pacific Flights Program, is currently being implemented directly by DFAT in conjunction with a range of partners, including other Australian government agencies. The design continues the strategic direction of the current package of assistance and will draw on lessons learned to date. The multi-year SPA Program will allow DFAT to continue to deliver current commitments and expand into areas to support longer-term sustainability in the sector.

To deliver the SPA Program, DFAT requires a managing contractor for a period of three years from early 2024, with an option to extend for up to two years subject to performance.

The goal of the SPA Program is to support the Technology and Connectivity Thematic Areas of the Blue Pacific Strategy which has two high level aviation related goals: 1) a well-connected region that ensures inclusive, affordable, and accessible air transport, and 2) all Pacific people benefit from their access to affordable, safe, and reliable air transport.  

To achieve this goal, the SPA program has three proposed End-of-Program Outcomes:

1.       Stronger enabling environment and decision making: Pacific governments, aviation authorities, airports and airlines develop and implement improved management, regulations, policies and plans that strengthen the Pacific aviation sector and reform unsustainable practices;

2.       Improved safety and quality: Pacific governments, aviation authorities, airports and airlines strengthen their technical capability and implement harmonised processes and systems that improve the safety and quality of aviation operations; and

3.       Greater coordination, cooperation and connectivity: Regional and bilateral coordination and cooperation is strengthened in regulatory and operational areas and connectivity between PICs in maintained.

The SPA Program will complement support provided by other DFAT programs and development partners. It will not include large-scale airport infrastructure, aviation security, or work being delivered through existing programs such as the PNG Transport Sector Support Program (TSSP).
