It is anticipated that the National Nutrition Policy will provide an overarching framework to identify, prioritise, drive and monitor nutrition initiatives to address key public health issues identified within the context of the governments' preventive health agendas. 

The objective of the scoping study will be to identify key priority areas for action and to formulate recommendations that will be considered during the development of the National Nutrition Policy.

 In achieving this objective the successful tenderer will be required to:

1. Undertake a comprehensive and systematic literature review of current evidence to identify current key population health issues related to nutrition within the Australian population, and evidence and evaluations relating to national and international nutrition and food policies, relevant state and territory nutrition and food interventions including cost-effectiveness;

2. Analyse the collected evidence and identify the main issues for consideration and current gaps that will need to be considered in the development of the National Nutrition Policy;

3. Formulate clear recommendations on:

a.  the scope of the National Nutrition Policy including the key priority areas to be addressed by the National Nutrition Policy.                                      

b. strategies to address the key priority areas;

c. the format of the National Nutrition Policy;

d. timeframes for the National Nutrition Policy implementation; and

4. Provide a comprehensive report including all of the outcomes outlined above which will inform the development of a discussion paper.

In compliance with the Commonwealth Procurement Rules (CPRs), the Commonwealth will exclude a Tender from further consideration if the Commonwealth considers that the tenderer does not comply with the following condition(s):

(a)Capacity to comply with the draft contract conditions from a commercial, financial or technical perspective (Part A Section 4.7).

(b)Included a signed declaration with their submission that they have not engaged in collusive tendering or received improper assistance in compiling their Tender.

(c)Include a signed declaration with their submission that they do not have any adverse Court or Tribunal decision for a breach of workplace law, occupational health and safety law, or workers’ compensation law in the past two years preceding the date of this RFT.

(d)Tenderers must have, or be prepared to obtain if engaged, the following levels of insurance and indemnity coverage in place for this project assignment (refer attached contract clauses referring to insurance and indemnity):

             Workers Compensation to an amount required by law,

             $10 Million Public Liability, and

             $2 Million Professional Indemnity
