The Australian Government Department of Health (the Department) is seeking to engage a provider with the capability to provide secure cloud based Software as a Service (SaaS) solution, for the National Interoperable Notifiable Disease Surveillance (NINDSS) Project, to modernise and integrate Australia’s capability in communicable disease surveillance and outbreak management and interoperability. The Successful Tenderer will have extensive relevant experience providing Information Technology (IT) design, development and integration of solutions related to Public Health Management and Communicable Disease Surveillance and Outbreak Management in the context of delivering cloud based SaaS solutions. The new solution is to replace and decommission the current outdated commonwealth systems, migrating and securing all relevant data held by the current systems before expanding to offer the same service at the jurisdictional level.

The Successful Tenderer will be required to build, configure and provision the following complementary IT capabilities leveraging the current technologies available in the market:

 

(a)               A secure cloud based Software as a Service (SaaS) Surveillance & Outbreak Management solution that is capable of being a single source of truth and data entry for all notifiable disease surveillance and outbreak data across all jurisdictions in Australia;

 

(b)               A secure cloud based SaaS Data warehouse with a Data Analytics and Visualisations layer that integrates jurisdictional surveillance and outbreak data along with other Department’s existing Biosecurity Surveillance System (BSS) Data sources, performs analytics and generates complex dashboards, charts, reports and visualisations primarily for epidemiological studies and reporting obligations;

 

(c)               Systems and Data Integration Services to:

 

(i)                replace National Notifiable Disease Surveillance System (NNDSS) the Data Acquisition System (DAS) (components of the BSS) and corresponding daily data collection and processing with a modern, more efficient technology solution.

 

(ii)              migrate data from legacy Data sources (BSS, netepi and RedCap) to the new cloud based SaaS Surveillance and Outbreak Management solution;

 

(iii)             integrate jurisdictional surveillance and outbreak systems and data, labs and other Data sources into the new cloud based SaaS Data warehouse;

 

(iv)             migrate existing reports, analytics and visualisations to the new solution and develop a range of new and automated reports and data visualisations based on the new Analytics platform;

 

(v)               develop relevant process and systems documentation;

 

(vi)             Provide Systems Support and user training;
