This Invitation to Register Interest stage will result in shortlisted candidates that will be invited to submit responses to a Request for Tender.

The overall facilities project EST5349PH6 Facilities to Support AIR5349 Phase 6 Advanced Growler includes:

 

(a)                   Upgrades to the Next Generation Jammer (NGJ) maintenance and storage facilities at RAAF Base Amberley, enabling storage and staging of NGJ pods at that Base;

(b)                   new specialised training facilities at RAAF Base Amberley, which will enhance Air Force’s ability to appropriately prepare personnel for operation of the EA-18G Advanced Growler upgraded capability; and;

(c)                   new and upgraded maintenance, logistics and storage facilities at Delamere Air Weapons Range, enabling maintenance of Advanced Mobile Threat Training Emitter Systems (MTTES) equipment, supporting associated training activities and ensuring optimum functionality of the Delamere Air Weapons range Range during training exercises.

The total Project will be delivered through two separate packages of works under two Head Contracts – a package relating to RAAF Base Amberley and a package relating to the Delamere Air Weapons Range.

 

This Invitation to Register Interest seeks to gauge potential tenderers' interest and ability to deliver the RAAF Base Amberley works only.  The single Head Contractor for the works to be delivered at RAAF Base Amberley is proposed to be procured under a Request for Tender Process following the conduct of this Invitation to Register Interest. The Head Contractor for the works to be delivered at the Delamere Air Weapons Range will be procured under a separate tender process.

 

Works at RAAF Base Amberley include the following:

(a)                   Work Element 1.1 – Upgrades to Existing NGJ Maintenance Facility. This element includes adaptive reuse of Building 1411, including provision of additional work bays, lifting equipment, Information Communications and Technology (ICT) and power, as well as installation of air conditioning throughout.

(b)                   Work Element 1.2 – New NGJ Secure Ready Storage Facility. This element includes construction of a new facility to provide floor-level storage for NGJ stock, including a staging area and a gantry crane.

(c)                   Work Element 1.4 – New NGJ Container and Ground Support Equipment (GSE) Storage. This element includes covered, semi-enclosed storage for NGJ shipping containers, as well as additional GSE storage for increased holdings, within the new NGJ Secure Ready Storage Facility.

(d)                   Work Element 2.1 – New Mission Control Centre (MCC). This element includes a new facility to replicate at RAAF Base Amberley the MCC currently located at Delamere Air Weapons Range, including secure conference and briefing rooms, training rooms and supporting communications and ICT services.

WHS Accreditation Scheme

Joint Bids

The Commonwealth does offer applicants an opportunity to lodge a Registration of Interest on a Joint Bid Basis.  Further information regarding Joint Bids is provided in the Invitation to Register Interest.

PWC Act

The works described in the Invitation to Register Interest are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth).
