HSRA requires the services of a suitably experienced Service Provider to undertake Project Control Services for the high speed rail along Australia’s east coast and to support the Detailed Business Case for Sydney to Newcastle High Speed Rail.

Key components of these services includes:

  • Scheduling
  • Cost estimate
  • Risk management
  • Change control
  • Document control

The purpose of the services is to:

  • Develop deliverables that comply with the requirements for a Detailed Business Case in line with Infrastructure Australia requirements by completing robust cost estimation, scheduling and risk assessments. 
  • Support HSRA to develop and refine options for for the high speed rail along Australia’s east coast and the Detailed Business Case that consider time, cost, risks and opportunities.
  • Develop robust time and cost estimates for options assessment that includes benchmarked evidence and analysis.  
  • Undertake assurance and peer reviews of the cost and program using experienced and independent reviewers.
  • Support HSRA in setting up the HSRA Risk Management System covering both Enterprise and project related activities.

The Service Provider in conducting these Services is expected to work as part of an integrated project office and work collaboratively with the HSR Project Team including contractors and other service providers.

It will be critical that the Service Provider works closely with other service providers to obtain relevant inputs in order to deliver the Services and provide information and advice to enable other service providers to deliver their services.

An online industry briefing will be held on Wednesday, 27 March 2024. Further details are provided at A.A.1 of the ATM documentation. The industry briefing is not mandatory and attendance is at the sole discretion of the HSRA to entities with the capability to undertake the required services jointly or individually. Pre-registration via the Briefing Access Request form (see ATM Appendix) is required to be submitted by Friday, 22 March 2024.
