Finance is conducting a multi-stage procurement which includes: 1. an initial REOI stage. The REOI will seek responses from organisations with the capacity and capability to develop a broad range of DXP and content personalisation tools and services that can integrate with GovCMS hosted Drupal websites. 2. POC stage, where Finance may invite up to four REOI Preferred Respondents, who meet the evaluation criteria, to develop a POC project and showcase for elements of Digital Experience (DXP) and Content Personalisation services (DXP functionality); and 3. a Request for Proposal (RFP) stage, where Preferred Respondents identified during the REOI stage will be invited to submit proposals to Finance to establish a panel of DXP providers. The RFP may contain an updated statement of requirements, depending on the outcome of the REOI and POC stages.

Finance is seeking innovative solutions across a broad spectrum. This includes enterprise-grade DXP solutions that can integrate with a Drupal website, niche solutions that offer a smaller sub-set of features and capabilities, and solutions and services that are easily integrated into a simple Drupal website. It is anticipated that a range of Respondents will be invited to join the GovCMS Drupal Services Panel, including specialist Small and Medium Enterprises (SMEs) and larger entities, including entities located outside of Australia.

Finance is conducting this REOI process to identify ‘real world’ examples that Commonwealth agencies can leverage on their own websites including, but not limited to:

(a) adaptive content based on inputs such as geographic location of a user and/or time of day based personalisation;

(b) content recommendations and targeted marketing using business rules; and

(c) support for complex user journeys using session history of authenticated and unauthenticated user visits.

Following this REOI, Finance intends to fund a number of proof of concept (POC) projects to showcase this functionality. Ideally each POC project will address at least one major aspect of the functionality sought. The POC projects will be showcased to the Finance team and Commonwealth agencies. 

Following the POCs and showcases, Finance may work with other Commonwealth agencies and industry to determine whether there is demand and capability for digital experience functionality on GovCMS hosted websites. Depending on the outcome of that process, Finance may conduct further procurements for providers to provide this functionality, which may include establishing categories for DXP providers and services as part of an expansion of the GovCMS Drupal Services Panel (SON3816897).

Respondents SHOULD (i.e. are encouraged to) register for and attend an industry briefing that will be held on Monday 4 April, or alternatively Tuesday 5 April. Information on the REOI Briefing and instructions on how to register is provided in the front of the response form (Annexure B). 

To participate in the POC and RFP stages of this procurement, respondents MUST submit a response to this REOI. Finance will select Respondents to this REOI to be invited to participate in the POC and RFP stages, based on the report card for responses to this REOI as further described in the REOI. Not all Respondents will be invited to participate in the POC and RFP stages of this procurement. Respondents who are not selected to deliver a POC project will still be evaluated and may still be invited to participate in the RFP, as further described in the REOI.

Finance recognises that not all potential Respondents to this EOI will be familiar with government procurement. There are mandatory conditions of participation and minimum content and format requirements for your response.

Annexure B also includes some requirements marked as ‘MUST answer’. Finance will not exclude Responses from consideration that do not address all the questions in the REOI Annexure B, but Respondents should note that failure to provide the requested information will affect their evaluation.

There are also other procurement, policy, and legal requirements Respondents need to comply with to be evaluated as part of this REOI. Further requirements may apply to later stages of the procurement. The purpose of the industry briefing is to ensure all potential Respondents understand these requirements. Notes from the industry briefing will also be published on AusTender.

Respondents must comply with the following Minimum Content and Format Requirements or will be excluded from further consideration by Finance:

(a) the Response must be written in English; and

(b) measurements must be expressed in Australian legal units of measurement.

Finance will exclude a Response from further consideration if the Response does not include

either:

(a) a Valid and Satisfactory Statement of Tax Record for the Respondent; or

(b) a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Tax Office for the Respondent, and the Respondent the provides a Valid and Satisfactory Statement of Tax Record within four Business Days from the Closing Time.
