The National Measurement Institute (NMI) requires a Liquid Chromatography Tandem Mass Spectrometry (LCMSMS) System that will be able to meet WADA standards for analytical capabilities for limits of detection in different matrices such as urine, plasma, serum, and dried blood spots

The Australian Sports Drugs Testing Laboratory (ASDTL) is a part of the NMI, a Division of the Department of Industry, Science and Resources (the Department). The ASDTL is the only World Anti-Doping Agency (WADA) accredited laboratory in the Asia Pacific region.  

The Department requires instrumentation which will allow the ASDTL laboratory to meet WADA standards for analytical capabilities for limits of detection in different matrices such as urine, plasma, serum, and dried blood spots. Tenderer(s) are required to acquire, install, and commission instrumentation in order for the ASDTL to provide the required sports drug testing services in line with current WADA standards and specifications. The Department is keen to partner with manufacturers to provide the best outcome for this procurement to ensure optimal capabilities and capacity within budgetary restraints. 

The system should be cost effective, reliable and provide excellent performance. The system is to consist of:

• 1 x LCMSMS instrument with autosampler

• Computers, monitors, and all accessories necessary to operate the systems

• A computer system with advanced software to control all aspects of instrument operation 

• Other associated accessories that are needed to meet safety requirements for operation.

The successful tenderer must include delivery, full installation, set up, commissioning and training for a minimum of two (2) of the Customer’s Analysts. The training must be delivered onsite and cover the use of software, routine maintenance, method development and troubleshooting. The training must be sufficient to allow the Customer’s operators to run the instrument independently at the end of the training period. Follow up onsite support is to be provided if required.

 

The instrument is to be delivered and installed at the Customer’s National Measurement Institute (NMI) laboratories at North Ryde NSW, Australia, prior to June 30th, 2024.

 

Instruments which are currently used by the Department in the ASDTL and should be considered for trade-in value as part of tender response if that option is available:

• 1 × LCqHRMS: Thermo Scientific Vanquish Horizon Binary UHPLC with Degasser, Pump, Auto Sampler and Column Heater compartment. The HRMS is an Q Exactive Plus from Thermo Scientific with a HESI II electrospray source (32 gauge needle).

 

In this tender, initial testing or confirmation procedure for specialled tests which covers the classes/substances listed in the Statement of Requirements, are under consideration. Tenderers are invited to obtain standards and sample extracts with a list of substances and detection limits that are of specific interest to the ASDTL in relation to WADA specific requirements. The tenderer has the option to use the set of standards and sample extracts as part of the tender response to demonstrate the capability of the proposed instrumentation to meet the WADA standards.

The Customer will exclude from participation any Potential Supplier that does not demonstrate compliance with:

1. The Tenderer and any subcontractors proposed in its tender must not be insolvent, bankrupt, in liquidation, or under administration or receivership.

2. The Tenderer and any subcontractors proposed in the tender must not be named as non-compliant with the Workplace Gender Equality Act 2012 (Cth) by the Workplace Gender Equality Agency as at the Closing Time
