REQUEST FOR TENDER IN RELATION TO COLLECTION, TRANSPORTATION AND ANALYSIS OF BLOOD SAMPLES

ASADA's blood program involves the collection of blood samples from athletes under the direction of ASADA's field staff. Collection locations may include sporting venues, gyms or athletes homes (as advised by ASADA). The Blood Collection Officer (BCO) will always work under the supervision of an ASADA Doping Control Officer.
Following the collection and transport of blood samples, ASADA's blood program involves analysis through two streams:
a. Stream 1 (Blood Screen) - requires the blood samples to be analysed by the Service Provider's NATA accredited laboratories where full blood counts (as described in B.3.3) will be undertaken.
b. Stream 2 (Blood Passport) will require samples to be analysed by a World Anti-Doping Agency (WADA) Accredited Laboratory in accordance with WADA's Athlete Biological Passport Operating Guidelines (see annex 1.0).
After the reporting of results, ASADA will review the haematology data to monitor any changes in haematology parameters which may indicate an athlete has used a performance enhancing agent such as erythropoietin (EPO).
The overall aim of this RFT is to provide ASADA with a national blood collection service which transports and analyses blood haematology samples as required. This is a core function to ASADA's deterrence and detection role in sporting communities throughout Australia.
Security, probity and other checks
ASADA may perform such security, probity and financial investigations and procedures as ASADA may determine are necessary in relation to Tenderers, their employees, officers, partners, associates, subcontractors or related entities and their officers, employees and subcontractors.
ASADA will exclude a Tender from further consideration if ASADA considers that the Tenderer does not meet any one or more of the following conditions for participation:
a. the Tenderer or any proposed subcontractor must not at the time of the Tender be named as non-compliant with the Equal Opportunity for Women in the Workplace Act 1999 (Cth);
b. the Tenderer, and any party proposed by the Tenderer to provide any of the Services, must not at the time of Tender be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth). A consolidated list of such persons, entities and associated assets is maintained by the Department of Foreign Affairs and Trade under the Charter of the United Nations (Dealing with Assets) Regulations 2008 (Cth);
c. the Tenderer, and any party proposed by the Tenderer to provide any of the Services, must not have a judicial decision against it (not including a decision(s) under appeal) relating to employee entitlements where the Tenderer, or any party proposed by the Tenderer to provide the Services, have not paid the claim;
d. the Tenderer must provide a declaration in respect of their compliance with the Fair Work Act 2009 (Cth); and
e. the Tenderer or each of the Joint Tenderers exists as a legal entity at the Closing Time.
