CSIRO through this RFT is seeking responses from suitably qualified and experienced service providers for the design, supply, installation, structural certification, commissioning and maintenance of a grid connected car park Photovoltaic (PV) system at the CSIRO Newcastle (NSW) site.

 

The scope includes, but is not limited to, the works listed below and in this RFT:

(a) Supply and installation of Photovoltaic (PV) modules / panels;

(b) Supply and installation of Grid connected inverter(s);

(c) Integration of the PV system into the existing electrical network.

(d) Supply and installation of balance of system components including DC and AC cabling and switchgear; protection equipment; junction boxes; switchboards; conduit; cable tray; mounting brackets; fixings;

(e) Supply and installation of free-standing car park structures specifically designed for the purpose of mounting PV modules;

(f) Supply and installation of mounting equipment for mounting of PV modules on car park structures;

(g) Provision of Structural foundations, earthworks and trenching;

(h) Provision of Geotechnical investigations as required;

(i) Supply and installation of a lighting system on the underside of the car park structure;

(j) Upgrade of the existing protection system to Distribution Network Service Provider (DNSP) requirements including zero export and anti-islanding devices as required;

(k) Upgrade of the existing metering system to DNSP requirements as required;

(l) Provision of Testing and commissioning;

(m) Inspection and witness testing as required by the local DNSP;

(n) Design documentation as required by DNSP for approval to connect new PV system to CSIRO’s network;

(o) Grid connection application and approval submission;

(p) Liaising with DNSP regarding grid connection approval process as required;

(q) Training of local staff;

(r) Operation and maintenance manuals;

(s) Design drawings and As Built drawings;

(t) Operating and equipment warranties;

(u) All permanent and temporary safety and access equipment necessary for lifting materials and equipment and for working safely at heights. All equipment is to be checked before use and operated by appropriately trained personnel;

(v) All supports, brackets, drilling, penetrations, fire stops, water proofing and other building and car park works associated with this project;

(w) Mounting structure and works associated with inverter station and solar distribution board installation;

(x) Structural certification of car park structures to ensure they are able to support proposed PV design and comply with relevant structural and wind codes;

(y) Repair of any damage to car park area surface including bitumen and concrete that may occur during the installation works;

(z) Project management including an onsite presence during the installation;

(aa) Liaising with local CSIRO facility managers and other staff;

(bb) After hours electrical shutdowns as required;

(cc) Variation Submision to CER to advise power plant upgrade for the purpose of  large scale generation certificates (LGC) creation;

(dd) Installation of Power meters supplied by CSIRO;

(ee) Provision of Cloud monitoring system;

(ff) Installation of data outlets;

(gg) Provision of Performance Guarantee;

(hh) Conform to CSIRO HSE requirements; and

(ii) Provide all apparatus, appliances, approvals, material, labour and services not specifically mentioned that are necessary to form a fit for purpose, complete and fully operational grid connected PV system in all respects and without any additional cost. 

(jj) Electric Vehicle (EV) chargers (option A);

(kk) Annual Maintenance (Option B);

Conditions for Participation

5.1.1 Subject to clause 5.7, Unintentional Errors of Form, CSIRO will exclude a Tenderer from further consideration and evaluation if CSIRO considers in its absolute discretion that the conditions for participation set out in this clause have not been met by the Tenderer. Notwithstanding anything else contained in this RFT, only requirements listed in this clause will be deemed conditions for participation. 

a. the Tenderer exists as a legal entity at the RFT Closing Time and Date

b. at the time of lodgement of their Tender, Tenderers must not have been:

i. precluded from tendering for Australian Government funded work or

ii. subject to a judicial decision against them relating to employee entitlements (not including decisions under appeal, and have not paid the claim

c. where the Tenderer is a Relevant Employer, the Tenderer is compliant with its obligations under the Workplace Gender Equality Act 2012 (Cth) (the WGE Act). Further information may be found at http://www.wgea.gov.au/

d. the Tenderer must comply with all Mandatory Requirements identified in the Attachment A - SOR (Statement of Requirements). 

 

 

Mandatory Requirements

1. The service provider must be accredited by the Clean Energy Council of Australia (CEC) in order to undertake PV design and installation works.

2. All electrical work must be performed by a licensed electrician.

3. The Tenderer must attend the Site visit as specified in item 5.11 of the Head Document. A maximum two (2) representatives will be allowed. Each representative must execute a Deed Poll of Confidentiality, in the form of the Deed at Attachment D – Deed of Confidentiality, prior to the Site Visit or they will not be permitted to attend.

4. The Tenderer must execute a Deed Poll of Confidentiality, in the form of the Deed at Attachment C, prior to CSIRO providing to the Tenderer access to any RFT information that CSIRO considers to be Confidential Information. The Tenderer will be required to submit to CSIRO, through the CSIRO Contact Officer, the following documents:

(a) a Deed Poll of Confidentiality in the form of the deed at Attachment D – Deed of Confidentiality, validly executed by the Tenderer and each consortium member and/or subcontractor (if any). 

(b) for each of the Nominated Personnel with access to CSIRO Confidential Information, a copy of Annexure A to the Deed Poll of Confidentiality at Attachment D – Deed of Confidentiality that has been validly completed and signed by the relevant Nominated Personnel.

This project will commence in February 2023 and will need to be completed by May 30, 2024.
