The process and outcomes evaluation of the Lead Clinicians Group Initiative is expected to commence in November 2012 and conclude in June 2015.  The process and outcomes evaluation will be based on an evaluation framework developed during Stage 1 of the overall evaluation of the Lead Clinicians Group Initiative.

The Lead Clinicians Group Initiative consists of three complementary strategies.  These include:

1.  Enhancing the role of the National Lead Clinicians Group to promote effective multidiscplinary clinical engagement;

2.  The development of the National Clinicians Network; and

3.  Supporting the Australian Medicare Local Alliance to work with Medicare Locals and the National Lead Clinicians Group to deliver clinical engagement and cross-sector collaboration projects.

This process and outcomes evaluation will be based on the evaluation framework, included in the Request for Tender documentation, to assess how successful the measure has been in meeting its objectives for the purposes of:

             Informing decision-making about any changes required to the Lead Clinicians Group implementation model over time to improve Lead Clinicians Group operation, effectiveness or achievement of objectives;

             Facilitating communication with program stakeholders, including via the National Lead Clinicians Group, about the progress, successes and challenges of the initiative and related mechanisms over time; and

             Identifying and reporting on achievements of the Initiative against the specified policy objectives for the Lead Clinicians Group initiative overall.

This would be expected to include at least assessment of the extent to which:

             relevant key implementation milestones were achieved;

             there is evidence of the effectiveness of both the National Lead Clinicians Group and associated mechanisms established under the initiative in influencing decisions made at both a national and local level;

             there is evidence of improved clinician experience of engagement;

             there is evidence of the establishment of effective communication channels;

             there is evidence of the appropriate use of funding;

             there is evidence of better coordinated care, which improves patient outcomes, pathways and optimises the ‘patient journey’; and

             the Initiative has been successful in delivering outputs from its activities and generated outcomes that meets it objectives.

             Identifying and reporting on achievements of the Initiative against the three Lead Clinicians Group Initiative strategies as described in the framework to:

             improve clinical engagement at the national, state and local levels through all mechanisms under the streamlined initiative, including providing advice to the Minister in accordance with National Lead Clinicians Group Terms of Reference;

             promote clinical leadership and engagement by sharing local innovative models of integrated patient care and related issues horizontally and vertically through the health system; and

             increase capacity of the Australian Medicare Local Alliance to work with Medicare Locals to improve clinical engagement at the local level, across acute, primary and aged care sectors.

Tenderers are encouraged to propose a comprehensive approach based on the evaluation framework already developed, as well as an alternative minimum requirements approach that, while generally consistent with the evaluation framework already developed, is also designed to achieve maximum efficiency and effectiveness. 

Tenderers should recommend the most appropriate approach for the conduct of the process and outcomes evaluation, as informed by the evaluation framework.

Tenders should outline proposed activities, with clearly articulated and itemised costings for each activity.  These will be assessed against proposed whole of project costs.  In addition, tenders should provide an hourly rate for specified personnel proposed for the project, as a basis for further negotiations should the activities of the project change.
