In response to this Invitation (Stage 1), Respondents are requested to provide a clear and succinct statement of their capabilities in the response to the Invitation and Requirement using the EOI Form provided in Appendix A. In Stage 2 (Request for Quote), AIMS plans to invite shortlisted Respondents to quote on the delivery of one or two small, live assessment upgrade project or projects that form part of the Requirement. In Stage 3 (Request for Tender), AIMS plans to invite successful Respondents from those participating in Stage 2 to lodge a formal tender for the remainder of the Requirement. In the assessment of Tenders in Stage 3, AIMS plans to consider each Respondent's performance in delivering the assessment project in Stage 2.

The Australian Institute of Marine Science is seeking the provision of services from suitably capable and qualified Respondents to support the Institute’s digital transformation from custom, ad-hoc systems into custom developed solutions utilising the Microsoft Power Platform environment, and services for ongoing maintenance, support, and ongoing development for systems within that environment.

The Institute has categorised multiple systems that require development over several stages, with systems classified into expected complexity level. Prioritisation of development will focus on systems that provide the greatest return on investment and value to the Institute. Respondents may be expected to provide advice and feedback on potential prioritisation of systems development based on the expected complexity and value.

Other services required as part of the development process includes, but is not limited to, the management of data, collection and documentation of business and system processes, applications, automation, and associated connections to information assets, while following Australian Government and industry best practices around security of information access given that some systems will require external stakeholder access.

All developed systems should have a consistent user experience and be able to account for limitations of the Power Platform environment. For example, approvals and results of workflows should be retained for minimum periods in line with National Archives of Australia’s and the Institute’s retention policies and should allow for extended approval timelines outside of those provided by the base platform.
