The Department requires the Supplier to provide pathology services to the Australian Border Force (ABF) National Detector Dog Program (NDDP). The NDDP requires veterinary pathology services to maintain the health of the ABF dog colony. 

Pathology is a medical specialty that determines the cause and nature of diseases by examining and testing body tissues (biopsies/smears) and bodily fluids (blood and urine). The results from these pathology tests assist NDDP on-site vets to diagnose and treat the dog colony appropriately.

ABF require the pathology provider to attend the site, pick up the samples and provide a report to the vet including but not limited to the following: 

• Rabies screening;

• Progesterone analysis;

• Canine pathology workups;

• Urine analysis culture and sensitivity testing;

• Tissue testing;

• Faecal analysis;

• Cytology; 

• Pathology supplies;

Other key requirements include:

• the majority of services will be in Victoria;

• both pick up and couriered delivery of samples is required;

• Other government agencies, such as the Australian Federal Police, may utilise this service

• This contract is a non-exclusive contract. The Department may utilise other companies for Pathology services where there is an operational, financial, time or other reason to do so. Where appropriate the department may advise the Supplier the reason for the non-use of their service.

Additional services

Collection of pathology samples from Australian Border Force facilities around Australia including the National Detector Dog Program Facility. Samples to be picked up within six (6) hours of request made during business hours

Testing of pathology samples The supplier is to test the samples as per the test requested by ABF approved veterinary staff

Provision of Results Results for routine tests, including blood tests, are to be available within a maximum twenty four (24) hours of request. 

Results for urgent tests, including blood tests, are to be available within a maximum twelve (12) hours of request. 

Results to be made available by any or all of the following methods;

• Email 

• Telephone 

• Fax 

• Online system

Non-Exclusive contract Where there is an operational, animal welfare or financial reason to do so the ABF may opt to utilise any other company.

Other government agencies This Contract may be utilised by other Commonwealth Agencies to utilise the same services such as the Australian Federal Police.
