Compliance with Minimum Content and Format Requirements and the Conditions for Participation. Responses to the REOI will be assessed against the following unweighted criteria: Compliance with Commonwealth Legislation and Policies, Financials, Office NLA, Storage Area and car parking bays offered, Premises Configuration, Location, PCA Office Building Quality Grade, Sustainability, Proposed base building and integrated fitout program and alignment relative to existing leases and lease tails, and Any other requirement as expressed in this REOI including issues and questions asked in the Response Forms and as may be required by the Department.

The Department is seeking via Request for Expressions of Interest (REOI) solutions that meet the Department’s Canberra accommodation requirement.  Shortlisted Respondents from the REOI will be asked to provide a Submission against a more detailed Request for Proposal which will include a request for comprehensive technical detail, a development program and financial detail.

PART 7 of the REOI

Respondents are required to meet the below minimum conditions to participate in the REOI Process and for their Response to be considered.

  • the Response must include a Process and Confidentiality Deed Poll executed by the Respondent;
  • the Respondent must exist as a legal entity or a joint venture of legal entities or a consortium (see Part 12 below) as at the REOI Closing Time;
  • the Respondent must comply with the requirements of the Shadow Economy Procurement Connected Policy noting that the Valid and Satisfactory Statement of Tax Record will need to be maintained for the duration of the REOI Stage and (if the Respondent is shortlisted for the RFP Stage) the RFP Stage and any resultant contract.

It is expected that an accommodation solution is in place prior to the expiry of the Nishi lease in December 2027 and provide a lease for up to 25 years.
