Citizenship Test Portal
The Department is intending to procure a new citizenship test application software to conduct and manage the testing of citizenship applicants and an online proctored testing capability to support program resilience in the event of external factors such as fire, flood or pandemic that prevents in-person testing.
The successful vendor’s online proctoring capability will be trialled by the Department before a decision will be made on proceeding with its implementation. The trial will not commence until the Department is satisfied that the citizenship test capability has been successfully tested and accepted into service.
Conditions for Participation:
1. Tenderers must be excluded from consideration if they fail to meet the following Conditions for Participation:
a) the Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied the resulting order;
b) the Tenderer, its personnel and any subcontractor proposed in its Tender must not be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth);
c) the Tenderer, its personnel and any subcontractor proposed in its Tender must not be named in the consolidated list referred to in Regulation 40 of the Charter of the United Nations (Dealing with Assets) Regulations 2008 (Cth).
d) the Tenderer must either:
i. hold a Valid and Satisfactory Statement of Tax Record by the Closing Time (see https://www.ato.gov.au/business/bus/statement-of-tax-record/ for further information); or
ii. have a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office (ATO) by the Closing Time, and hold a Valid and Satisfactory Statement of Tax Record no later than 4 Business Days from the Closing Time;
e) the Tenderer must hold a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods and/or services with an estimated value of over $4 million (GST inclusive); and
f) the Tenderer must be a single legal entity that exists at the Closing Time.
Initial Term of three years with options to extend up to a total of four years in duration, provided that each option is for a minimum of three months and no longer than two years.
