The Department of Finance (Finance) advises of the anticipated release of a single stage, open Request for Tender (RFT) for the Whole of Australian Government Property Services Coordinated Procurement Arrangements – Property Service Providers (PSP). The Arrangements will cover property services for office accommodation, shopfronts and specialised asset classes, with other property types to be included as appropriate. 

Finance will engage a single provider for the provision of All Services (i.e. Management Services, Leasing Services and Facilities Management Services) in respect of each ‘Work Package’ described in the RFT. 

‘Work Packages’ is the term used to identify the breakup of the Commonwealth Property Portfolio for the PSP Arrangements into defined subsets of properties based on groupings of Covered Entities, which includes the Properties as listed and will be fully described in the RFT. It is anticipated that the RFT will include five (5) Work Packages.

To support this, subject to contracting with a single legal entity, Finance will consider Tenders from an entity comprising consortium members, a joint venture or other multiple entity arrangement (Joint Tender).

The RFT will require that any Joint Tender must:

  • set out all the details of the Joint Tender, including the role(s) that each member would play in the delivery of the Services; and
  • nominate the single legal entity that would, if the Joint Tender is successful, enter into a Deed with Finance with a single ABN, and the members that would provide services as "Key Supplier(s)" under any contract.

This notice is to provide advance notification to enable interested parties to commence discussions about Joint Tender arrangements that organisations consider are appropriate in order to deliver the range of services to the respective Work Packages.

This notice does not limit Finance's discretion regarding any subsequent RFT, other process or contract, including that Joint Tenders may be subject to additional financial security requirements if successful. 

Following the RFT release and subsequent industry briefing, Finance will collate a contact list of potential suppliers who have notified Finance that they are interested in entering a Joint Tender (for the purposes of this PSP Arrangement) and share the list with interested potential suppliers. To be included on this list, suppliers will be required to consent to their contact details being shared in this way.

NOTE: Finance will have no further involvement in this process beyond the introductions i.e. sharing of the list.  

Potential tenderers should regularly check AusTender for updates, rather than approaching Finance personnel. All official information about the proposed tender will be published on AusTender in accordance with the Commonwealth Procurement Rules - potential tenderers should not rely on information from other sources and must not approach any Finance personnel regarding the RFT.

Subject to approval, Finance plan to release this RFT on AusTender in April 2024.

Finance is releasing this notice solely for the purpose of providing information and advising industry of the upcoming approach to market for the Whole of Australian Government Property Services Coordinated Procurement Arrangements – Property Service Providers.  Any dates , times or information is subject to change at Finance's discretion. 

More information will be made available when the RFT documents are published. 

The RFT will require potential tenderers to manage any conflicts of interest (actual, potential or perceived) that they may have, and potential tenderers should consider conflicts of interest at this early stage.

The RFT will also require tenderers to obtain and submit with their response the required Statement of Tax Record in compliance with the Shadow Economy Procurement-Connected Policy. Potential tenderers should consider obtaining the relevant Statement(s) of Tax Record from the Australian Taxation Office in advance (see https://www.ato.gov.au/Business/Bus/Statement-of-tax-record/).
