The procurement for these Services will be undertaken via a competitive two-stage procurement process: a. Invitation to Register (ITR); and b. Request for Tender (RFT). Following this ITR process, the Commonwealth intends to: a. conduct an evaluation of ITR responses and shortlist respondents capable of fulfilling Defence's requirements; b. conduct a Collaborative Activity with each of the Shortlisted Respondents in Q4 FY22 (estimated April to June 2022); c. release a RFT to the shortlisted respondents in Q1 of FY23 (estimated July to September 2022); and d. if required, undertake parallel negotiations with shortlisted tenderers post RFT evaluation.

The Commonwealth has a requirement to re-tender the Defence Maintenance Contract (DMC) [currently titled the Defence Maintenance and Support Services contract - DMSS] for the provision of essential materiel maintenance support to the Australian Defence Force (ADF) across Australia. In-line with the Defence 2020 Force Structure Plan (FSP 20) and the ADF’s force structure initiatives, Defence Maintenance must evolve to meet the ADF’s future disposition of its materiel. In order to support the future delivery of Defence Maintenance the Commonwealth is seeking a Strategic Partner that partners with the Commonwealth based on trust and transparency, to foster Platform Stewardship in delivery of maintenance services and undertake a Prime Systems Coordination role that will enable the integration of a national maintenance network and consistently deliver Best for Defence Outcomes for Defence’s Capability Managers (CM).

A virtual industry briefing will be conducted online via a virtual platform, commencing at 11:00 am (AEDT) on Tuesday 15th of February 2022. Representatives of prospective respondents for the briefing will be limited to two (2) personnel. Nominations to attend the briefing are to be forwarded to the Contact Officer specified in clause 2.5 by 4:00 pm (AEDT), Friday 11th of February 2022. Respondents are required to complete the form at Appendix 1 to the Conditions of Registration when nominating relevant industry briefing attendees and return their completed form to the Contact Officer. Additional details for the industry brief are contained within Conditions of Registration clause 2.8.
