The Australian National Audit Office (ANAO) is seeking the services of one or more suitably qualified and accredited organisations for the audit of the financial statements for various Commonwealth entities.

Tenderers may choose to tender for one or more Package(s) of Audits as described in more detail contained in the attached Request for Tender and associated documents. 

Tenderers are reminded of the requirements relating to auditor appointment, independence and rotation in Part 2M.4 of the Corporations Act 2001 (Cth) (Corporations Act), when the audit is of a Corporations Act body.

Tenderers will be assessed against the Conditions For Participation on a pass/fail basis. If a Tenderer fails to meet any of the Conditions For Participation, its Tender will be rejected and will not be further assessed against the Evaluation Criteria.

Before preparing a Tender, a Tenderer should first ensure that it can meet the Conditions For Participation.

The Conditions for Participation are set out in the Request for Tender:

1. The Tenderer must exist as a legal entity at the Closing Time.

2. The Tenderer must satisfy the requirements at clauses 9 (Tenderer Behaviour), 39(c)(iii) (employee entitlements), 39(c)(v) (trade sanctions), 42(c) (Workplace Gender Equality), 45(c) (Payment Times Procurement Connected Policy), 48(c) (Modern Slavery), and 49(b) (Illegal Workers)

3. Identity And Financial Situation of Tenderer:

At the time of providing a Tender response and at all times during the Tender Evaluation Process the Tenderer must be a registered company auditor (as defined in the Corporations Act), and must not be insolvent, bankrupt, in liquidation, or under administration or receivership.

4. The Tenderer must either:

(a) hold all Valid and Satisfactory Statement(s) of Tax Record that are applicable to the Tenderer by the Closing Time; or

(b) have a receipt demonstrating that all Statement(s) of Tax Record that are applicable to the Tenderer have been requested from the Australian Taxation Office (ATO) by the Closing Time and hold all Valid and Satisfactory Statement(s) of Tax Record no later than four (4) Business Days after the Closing Time.

5.The Tenderer must hold all Valid and Satisfactory Statement of Tax Record(s) for any First Tier Subcontractor that it proposes, as part of its Tender, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).

The anticipated timeframe for the contract is three years with one option to extend for a period of 36 months, broken up as follows: an initial term of three (3) years and a second term of three (3) years.
