The Department of Finance (Finance) is renewing the Whole of Australian Government (WoAG) coordinated procurement arrangements for Automotive Leasing and Fleet Management Services, referred to as the Fleet Arrangement and is seeking a sole provider for this arrangement.

The Commonwealth’s objectives for the Fleet Arrangement are to establish a dynamic, innovative and flexible arrangement that provides the Commonwealth and participating entities with highly effective, value for money fleet services. These objectives include ensuring transparency in remuneration and pricing, maintaining consistent processes and service quality across all participants, improving business outcomes through the adoption of emerging technologies, facilitating compliance with government policies, supporting budget management, and safeguarding data privacy.

Finance will act as the financier to the Successful Tenderer and provide loan funds to the Fleet Manager to purchase Vehicles to lease to Participants. Tenderers are not required to source third party financing.

All documents for this RFT are provided in this  Approach to Market (ATM) FIN-2024-FLEET-RFT, with the exception of the Due Diligence Information which forms Attachment E to the RFT. In accordance with section 2.2 of the RFT, for security and confidentiality reasons the Due Diligence Information will not be made available to potential tenderers until a Tender Registration and Deed Poll Form is correctly completed, executed, scanned and sent via email to: fleet.tender@finance.gov.au.

Finance will provide access to the Due Diligence Information via a separate invitation only ATM on AusTender to organisations that have submitted the completed Tender Registration and Deed Poll Form (Attachment G – Tender Registration Document and Deed Poll) to Finance’s satisfaction within two business days after Finance has received these documents.
