CSIRO is seeking Tenders from suitably qualified Tenderers who can demonstrate that they have the relevant experience, track record and capability in delivering management services that are similar in nature, scale and complexity to the Management Services required on the RV Investigator.
In accordance with the Conditions of Tender in Clause 5.2 of the Head Document.
5.2 Minimum Content and Format Requirements
5.2.1 Subject to clause 5.7, Unintentional Errors of Form, CSIRO will exclude a Tenderer from further consideration if CSIRO considers in its absolute discretion that the Tenderer’s response does not meet the minimum content and format requirements listed in this clause.
5.2.2 Notwithstanding anything else contained in this RFT, only requirements listed in this clause will be deemed minimum content and format requirements for the purposes of this RFT.
a. The Tender must be lodged electronically via AusTender, the Australian Government Tendering System, in accordance with, clause 3.9, AusTender Terms and Conditions.
b. The Tenderer must complete and submit in their Response the Tenderer’s Deed Poll, substantially in for form at Schedule 13, as set out in Attachment B - TRS (Tender Response Schedules).
c. Where the Tenderer is a Relevant Employer, the Tenderer must provide evidence as specified in Schedule 3 item 3.1.2 and 3.2.2 of Attachment B - TRS (Tender Response Schedules). Further information can be found at clause 5.9.
d. Tenderers (including new businesses and foreign Tenderers) are required to provide evidence of their compliance with clause 5.1.2f and include with their Response:
i. a Valid and Satisfactory STR/s, or
ii. A receipt/s demonstrating that an STR has been requested from the Australian Taxation Office.
Where a Tenderer does not provide the STR as part of its response to the Tender, the Tenderer will be required to provide all required Valid and Satisfactory STR/s within two weeks of the RFT Closing Time and Date.
NOTE: It is recommended that Tenderers review the information and guidance provided in clause 5.8 of the RFT Head Document as CSIRO may exclude a Tenderer from further consideration and evaluation if the conditions for participation have not been met by the Tenderer.
‘Table 1 Statement of Tax Record Requirements By Legal Entity’ in the Attachment B - TRS (Tender Response Schedules) provides further instructions of requirements. Tenderers should be mindful of applying for a STR under the correct entity structure to avoid an incorrect STR being obtained. Tenderers should also ensure that the information provided on its entity structure is consistent within TRS (Tender Response Schedules) and the STR.
e. Noting the requirement at clause 5.2.2b, Tenderers should substantially complete all remaining schedules of Attachment B - TRS (Tender Response Schedules), including the RFT Pricing Tables at Annexure A of Attachment B in the format provided.
f. The Tender, including all attachments and supporting material, must be written in English.
