The current Flow-MER Program on-ground activities ends June 2024.

The CEWH is seeking to continue monitoring, evaluation, research and knowledge exchange activities under the Flow-MER Program for a period of 5 years with an option to extend to six years.

On-ground monitoring, evaluation, research and knowledge exchange activities are required in order to:

a) Fulfil legislative reporting obligations;

b) Demonstrate outcomes from Commonwealth environmental water;

c) Information environmental water management; and

d) Build on CEWH’s knowledge of the contribution of environmental water to the aquatic health of the Murray–Darling Basin.

The Commonwealth Environmental Water Holder is seeking to engage organisations with established teams to:

• Develop and implement new Monitoring, Evaluation and Research Plans for up to 10 Areas; 

• Develop and implement a new Evaluation and Research Plan for the Basin-scale;

• Develop and implement a new Knowledge Exchange, Communication and Engagement Plan for the Knowledge Exchange component.

This procurement is intended to establish up to 12 separate agreements including one for each of the 10 Areas, and one each for the Basin-scale and Knowledge Exchange components.

a) Subject to clause 3.9, the Customer will exclude a tender from further consideration if, at any time before any resultant Contract is executed, the Customer considers that the Potential Supplier does not meet any one or more of the following conditions for participation:

i. clause 5.7 (Shadow Economy Policy).

b) Notwithstanding the use of 'must', 'shall', 'will' or other mandatory language, no other requirement in this ATM is to be treated as a 'Condition for Participation'.

The Agreement for the Services (Area, Basin-scale and Knowledge Exchange) is expected to commence in September 2023.

• Area Agreements to conclude by December 2029 with an option to extend to December 2030; 

• Basin-scale Agreement to conclude by June 2030 with the option to extend to June 2031; and

• Knowledge Exchange Agreement to conclude by June 2030 with the option to extend to June 2031.
