DFAT requires a managing contractor for the next phase of the Transport Sector Support Program -Phase 3 (TSSP3) for a period of five years from 1 November 2023 to 31 October 2028 plus an option to extend for further five-year period from 1 November 2028 to 31 October 2033, subject to performance.  Further information can be found in the attached Investment Concept Note (Attachment 3).

The PNG-Australia Transport Sector Support Program (TSSP) commenced in 2007 as a 15–20-year commitment by the Government of Australia to support the Government of PNG’s (GoPNG) transport sector. TSSP Phase 1 ran from 2007-2014. Phase 2 commenced on 1 December 2014 and will end on 31 October 2023. TSSP2 has a strong work program across the land transport, aviation, and maritime sectors.

DFAT provides support to the transport sector under the oversight and strategic direction of the GoPNG through the Transport Sector Coordination, Monitoring, and Implementation Committee (TSCMIC). In providing this support, DFAT works in partnership predominately with individual GoPNG transport agencies and authorities. The shared long-term development goal of the TSSP is contribution to a safe, reliable transport system enabling economic and social development in PNG.

The purpose is to establish a shortlist of capable organisations to be the managing contractor. Organisations wishing to manage the project should substantially complete the Response Forms in Attachment 1 and must submit them via AusTender by the Closing Date.
