The Independent Hospital Pricing Authority (IHPA) requires the services of an organisation to produce a high quality education program for the soon to be published ICD-10-AM/ACHI/ACS Twelfth Edition and AR DRG V11.0. The education program is required to meet the learning needs of a broad group of users of the classifications. The education program will include online learning modules. The purpose of the education program is principally designed to support the health information workforce (i.e. Clinical Coders and Health Information Managers). The education program should be compatible with known e-learning standards and ensure the education program meets the compliance and interoperability requirements between different content authoring tools and learning management system (LMS) software. The content for the program will be provided by IHPA’s Acute Care Classifications development team.

  • The Acute Care Classifications team at the Independent Hospital Pricing Authority (IHPA) updates and refines the following classifications used to classify episodes of admitted care:
  • International Statistical Classification of Diseases and Related Health Problems, Tenth Revision, Australian Modification (ICD-10-AM)
  • Australian Classification of Health Interventions (ACHI)
  • Australian Coding Standards (ACS); collectively referred to as ICD-10-AM/ACHI/ACS
  • Australian Refined Diagnosis Related Groups (AR DRGs).

The team produces the following classification products for ICD 10 AM/ACHI/ACS in hard copy format:

  • ICD-10-AM Tabular List (Volume 1)
  • ICD-10-AM Alphabetic Index (Volume 2)
  • ACHI Tabular List (Volume 3)
  • ACHI Alphabetic Index (Volume 4)
  • ACS (Volume 5)

The team also produces the following classification products for AR-DRGs in hard copy format:

  • AR DRG Definitions Manual.

Submissions should demonstrate an innovative and modern approach to high quality online education content with the purpose of simplifying complex changes to the Acute Care Classification products. The education program should highlight and clearly explain the major changes proposed for the Twelfth Edition of ICD 10 AM/ACHI/ACS and Version 11 (V11.0) of AR DRGs. It is expected that the education program for ICD-10-AM/ACHI/ACS Twelfth Edition will be released in early 2022 ahead of implementation on 1 July 2022. While it is expected that for AR-DR V11.0 will be released mid-2022 in conjunction with its release.

Education program

The content for the education program will be provided by IHPA and need not be addressed in the submission criteria.

The successful contractor should consider different ways of engaging learners such as gamification, asynchronous delivery or experiential learning. Assessment items must be valid, reliable and consider the four levels of training evaluation to enable analysis of learning effectiveness (reaction, learning, behaviour and results).

IHPA requires the services of a supplier that will have specialised knowledge of the different elearning standards available to ensure compliance and interoperability between different content authoring tools and LMS software.

The content must be compliant and up to date with different technical elearning standards, such as experience application programming interface (xAPI) or other markup languages like hypertext markup language (HTML), to ensure interoperability and provide the capability of being launched using different software systems such as a web based content management system (CMS).

It is proposed the educational program will be hosted and launched from a new LMS within IHPA’s new Classification and Consultation Portal. The content must undergo a robust quality assurance (QA) process to ensure the final product does not contain mistakes or defects. The content must be designed to be highly engaging, challenging and rewarding for learners.
