The Department of Social Services has issued this RFT to engage a Supplier to operate the ongoing Disability Gateway Service as part of the National Disability Information Gateway (Disability Gateway). Through a range of channels including website, telephone and social media, the Service will support:

• people with disability, their families and carers to access disability information, services and other types of assistance; and

• enquiries from parties in the sector who assist people with disability, including but not limited to health professionals, disability service providers and advocates.

In addition, the Service will also support management and development of content published on the Australian Government’s Disability Gateway website to ensure it is current and appropriate.

 Tenderers must, at the Tender Closing Time, meet the following Conditions for Participation (i.e. mandatory requirements). If a Tenderer does not meet all of the Conditions for Participation, the tender will be excluded from consideration. 

In order for a tender to be considered:

a) the Tenderer exists as a legal entity at the Closing Time and Date; 

b) the Tenderer and any subcontractors proposed in its tender must not be insolvent; bankrupt, in liquidation, or under administration or receivership as at the Closing Time; 

c) the Tenderer must either:

i. hold a Valid and Satisfactory Statement of Tax Record by the Closing Time; or

ii. have a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and hold a Valid and Satisfactory Statement of Tax Record no later than four Business Days following Closing Time;

d) the Tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive); and

e) the Tenderer must submit the Tender as a single legal entity which would enter into any resultant Contract with the Department.

The Department will not enter into a contract with a tenderer which is:

a) subject to a judicial decision against it relating to unpaid employee entitlements (not including decisions under appeal), where the employee entitlements remain unpaid; 

b) named in the consolidated list referred to in regulation 40 of the Charter of United Nations (Dealing with Assets) Regulations 2008; and 

c) non-compliant under the Workplace Gender Equality Act 2012 (Cth) (the WGE Act).

After transition activities from April 2023, the Supplier will operate the service for a period of two (2) years from 1 July 2023 to 30 June 2025. The draft contract includes an extension option for a further three (3) years of operation of the Service, that may be exercised at the Department’s discretion.
