The Reserve Bank of Australia (the Bank), is inviting Proposals from service providers (Respondents) for the provision of two service elements:

  1. The first reflecting an off the shelf 360 Degree Feedback Tool, supported by feedback reporting, associated debriefing; and
  2. The second, related to the provision of Executive Coaching services as required, in accordance with the terms and conditions of this Request for Proposal (RFP)

The Bank reserves the right to either award both services to a single supplier or separate the provision of the two services, depending on which option provides the best outcome and better value for money for the Bank.

Conditions for Participation:

Applicable for 360 Degree Feedback Tool

  1. The Respondent provides a 360-degree feedback tool and related vendor operations, has acquired a current certification in either ISO 27001 or SOC2 Type 2, or IRAP and will provide evidence as part of this RFP response, such as:
    1. For ISO27001 – Certificate and Statement of Applicability
    2. For SOC2 Type 2 – Full Audit Report
    3. For IRAP – Full Audit Report
  2. The proposed 360-degree feedback tool provides external benchmarking capabilities and will provide evidence as part of this RFP response.
  3. Confirmation that the Respondent will participate in the Vendor Controls Assessment (VCA) Conducted by the Bank when required and associated onboarding processes, if successful

Applicable for Executive Coaching Services:

The Respondent complies with the following requirements:

  1. Demonstrate previous experience developing and delivering executive coaching services in relation to 360 Degree feedback reports.

Applicable for all Responses:

  1. The Respondent exists as a legal entity at the Closing Time.
  2. The Proposal must include a completed and signed Response Deed.
  3. Tender response received prior to the closing time and lodged electronically via AusTender.
  4. The Respondent is not subject to a judicial decision against them relating to employee entitlements (not including decisions under appeal and have not paid the claim).
  5. Where the Respondent is a Relevant Employer, the Respondent is compliant with its obligations under the Workplace Gender Equality Act 2012 (Cth) (the WGE Act).
  6. The Respondent is not precluded from tendering for Australian Government funded work at closing time.
  7. The Respondent must not be an entity listed under terrorist legislation or subject to sanctions.

Minimum Content and Format Requirements:

  1. The Proposal must be in English.
  2. All costs, fees, prices and other monetary amounts in the Proposal must be expressed in Australian currency (or as required in the tender)

The Bank is intending on having contract(s) executed with the successful Respondent(s) by February/March 2024, to ensure the first round of 360-Degree surveys are ready to be released in March/April 2024
