The objective of these works are to upgrade and replace services infrastructure at Shoal Bay Receiving Station, Palmerston, Northern Territory, Refer to the Tender Documents. The proposed works include:
(a) Replacement of underground HV power line and existing transformer within the Generator Building;
(a) Replacement of switchboards in N1 and C22 areas within the Operations Building;
(b) Improved fire protection capabilities in Area N and Plant Room 2;
(c) Replace air conditioning system in Plant Room 1 and ductwork in Area C;
(d) Replace elevated water tank with a new ground level tank;
(e) Remove the existing rotary Uninterruptable Power Supply (UPS); 
(f) Replacement and upgrade of water bore substation; and
(g) Upgrade of the facility BMS with the nominated supplier Schneider Electric (Australia).

The Tender Documents (including Contract) will be provided by the Contract Administrator. Prior to release of Tender Documents, Tenders are to contact the Contract Administrator and complete a Confidentiality Agreement. 
Tenderers are to note that without the Confidentiality Agreement being returned to the Contact Officer, the Scope of Works cannot be released.
The Contract Administrator will conduct an industry briefing in relation to the Works. The details of the industry briefing are as follows:
The industry briefing will be held 
• on 7 April 2016, commencing 10.00pm-12.00pm at Shoal Bay Receiving Station
• Tenderers should allow 2 hours for the industry briefing.
• Details of attendees are to be emailed to the Tender Administrator no later than 5pm (CET) on 1 April 2016. Applications for attendance after this time may not be accepted.
• A maximum number of your personnel permitted to attend the industry briefing is 2.
• Tenderers are to make their own travel arrangements to the above industry briefing location.
• Note that all attendees must possess either a current Australian drivers licence or passport with photo ID  to gain access to the industry briefing.
• Tenderers should make themselves familiar with the Works Description prior the Industry Brief.
Any questions relating to this tender are to be forwarded via email to the Tender Administrator nominated below.  The email should have the ATM ID in the subject title.

To submit a conforming Tender:
 
- the Tender must be submitted in accordance with clause 3.1(a) (including submission to the address specified in the Tender Documents by the Closing Time and Date described in the Tender Documents);
- the Tender must satisfy each minimum form and content requirement in clause 3.1(b); and
- the Tenderer must satisfy each condition for participation in clause 3.1(c), 
of the Tender Conditions, set out in the Tender Documents. The evaluation criteria are described in clause 4 of the Tender Conditions, set out in the Tender Documents.
 The Building Code 2013 applies to this Project. These documents can be viewed at http://www.fwbc.gov.au/building-code
The Australian Government's Building and Construction WHS Accreditation Scheme pursuant to the Fair Work (Building Industry) Act 2012 (Cth) and the Fair Work (Building Industry - Accreditation Scheme) Regulations 2005 (Cth) applies to this Project.  
The works described in the Tender Documents are a "public work" and  therefore subject to section 18 of the Public Works Committee Act 1969 (Cth).
The Australian Government's  Indigenous Opportunities Policy applies.
