The Department of Defence (Defence) is seeking to expand its' capability to train selected members in Languages other than English (LOTE). Defence requires the capability to train personnel in a wide variety of languages for cultural, operational and strategic reasons for deployment and posting overseas. The Defence Force School of Languages (DFSL) is the Defence organisation responsible for the provision of LOTE curriculum development and training. Defence requires enhanced capability, flexibility and surge capacity to deliver LOTE training and curriculum development to meet its' strategic requirements.  The Standing Offer Panel (SOP) will support this aim by providing flexible and varied language resources and capability as required by the strategic and operational context in which the Australian Defence Force (ADF) operates. The SOP will also provide access to supplementary teaching skills and capability. This will include language-training support, specialised language training development, relief and surge capacity teaching resources, translation and interpretation services.

Teaching of English to Speakers of Other Languages (TESOL) support is required to meet surge requirements of the Defence International Training Centre (DITC) located at RAAF Williams in Melbourne. The SOP will provide resources to support the delivery of language training in Service Provider and Commonwealth facilities across Australia.

Providers of LOTE teaching and course development services must possess a minimum of a Certificate IV in Training and Education (CERT IV TAE10) or demonstrated experience in teaching in any discipline and the willingness to gain the aforementioned qualification. Higher qualifications or demonstrated experience in teaching a related or appropriate discipline will be looked upon very favourably. Service providers which are wholly or partially Australian Quality Training Framework (AQTF) compliant or Registered Training Organisations (RTO) will also be looked upon favourably
