Industry Consultation - AS350BA Helicopter in Service Support (ISS)
1. The Commonwealth represented by DMO is preparing a Request for Tender to provide management, engineering, maintenance, supply and general services in support of the AS350BA Squirrel Helicopter (AS350BA ISS RFT). The successful tenderer (if any) will be awarded a single performance based contract for a period of four years with options available for a further four years.
2. It is expected that the AS350BA ISS RFT will be released in August 2008 on AusTender. The subsequent ISS contract (if any) will: a. assist the DMO in fulfilling its sustainment obligation, thereby ensuring the airworthiness of the AS350BA aircraft fleet until the introduction of the Helicopter Aircrew Training System (HATS) capability; and b. assist the Commonwealth in the disposal of the AS350BA fleet.
3. The RFT has been prepared using the ASDEFCON (Support) V2 template. Description
4. As part of the DMO's ongoing efforts to consult with industry, key extracts from the AS350BA ISS RFT package are being made available for industry comment. DMO is seeking comments that will add to the clarity, simplicity and accuracy of the tender documents. The DMO is also seeking comments that would assist it in complying with Government policies, reduce the overall risk to DMO of the tender and increase the likelihood of value for money responses.
5. Copies of key extracts from the AS350BA ISS RFT package are available for download from the DMO website at: http://www.defence.gov.au/dmo/asd/NASPO_RFT/rft.cfm.
6. Comments are to be provided to NASPO.Tender@defence.gov.au in MS Office Word 2003 compatible format marked "AS350BA ISS RFT" no later than 5pm on 17 July 2008.
7. Industry should note that any information provided in response to this request may be:
(a) used for providing advice to Australian Government officials, to relevant Australian Government Ministers, and to advisors of the DMO and the Department of Defence; and
(b) used to modify aspects of the AS350BA ISS RFT or any future RFT.
8. The DMO is under no obligation to amend the RFT on the basis of any comments received.
9. The DMO reserves the right to, in its sole and absolute discretion, alter the terms of the AS350BA ISS RFT and any other document comprising the AS350BA ISS RFT package, prior to release to market. Industry should not assume that the AS350BA ISS RFT, or any other document comprising the AS350BA ISS RFT package, will be released to market in the form currently available on the DMO website.
