You Are Invited To Submit A Tender To Provide “Laser And Non-Coherent Non-Ionising Radiation Source Safety Consultation And Laboratory Measurement Services” Under A Standing Offer Panel Arrangement.
Department of Defence Policy Requires The Protection of The Health And Safety of Its Employees, Contractors And Members of The Public From The Harmful Effects of Lasers And Non-Coherent Non-Ionising Radiation Sources By Being Compliant With Australian Legislative Obligations And Its Own Internal Policies And Procedures Derived From These Legislative Obligations.
This RFT, Requests The Provision of Five Distinct Services That Directly Support Defence Compliance With The Subject Internal Policies And Procedures. Tenderers May Offer To Provide One Or More of The Following Services:
Service 1: Provide Technical Advice And/Or Conduct Studies On: Lasers; Non-Ionising Coherent And Non-Coherent Sources; And Laser Safety;
Service 2: Review Laser Safety Papers And Make Recommendations For Clearance;
Service 3: Review Range Laser Safety Clearance Papers And Make Recommendations For Endorsement;
Service 4: Perform Laser Safety And Electro-Optical Measurements;
Service 5: Perform Laser Safety Measurements And Prepare Laser Safety Papers;
Tenderers Are Required To Address The Provision of Each Service Within The Offer Separately. The Provision of Each Service Has A Specific Set of Performance Requirements, Servicing Staff Competencies, Or Accreditation Requirement Associated With It.
Estimated Task Throughput For This Standing Offer Is:
Service 1 3 Occurrences Per Annum;
Service 2 12 Occurrences Per Annum;
Service 3 2 Occurrences Per Annum;
Service 4 5 Occurrences Per Annum; And
Service 5 1 Occurrence Per Annum.
Providers of The Service Are: To Be Independent of The Equipment Being Assessed; To Operate Within Probity Guidelines; Not To Be In A Position To Gain Commercial Advantage By Providing The Service, Other Than Remuneration For The Service And Enhancement of Reputation For Having Performed The Service.
Providers of The Service Are:
Not To Be Owned Or Associated Commercially With The Manufacturer of A Device That Is The Subject of The Provided Service;
Not To Be The Designer, Developer, Manufacturer Or Agent of Any Other Device That Is Now, Or May In The Future Be In Competition With, Or Is Similar To, The Subject Device.
A Probity Declaration Which Briefly Outlines The Device To Be Assessed Shall Be Required To Be Signed By The Contractor Prior To The Commonwealth Providing The Contractor With A Tasking Statement For Quotation.
The Following Australian Security Facility Clearances And Staff Clearances Shall Be Held By The Tenderer And The Tenderer’s Staff, For The Provision of Specific Services:
Service 1: COMMERCIAL-IN-CONFIDENCE – Essential, RESTRICTED – Important, CONFIDENTIAL To SECRET – Desirable.
Service 2: COMMERCIAL-IN-CONFIDENCE – Essential, RESTRICTED – Very Important, CONFIDENTIAL – Important, SECRET – Desirable.
Service 3: COMMERCIAL-IN-CONFIDENCE – Essential, RESTRICTED – Important, CONFIDENTIAL To SECRET – Desirable.
Service 4: COMMERCIAL-IN-CONFIDENCE – Essential, RESTRICTED To SECRET – Desirable.
Service 5: COMMERCIAL-IN-CONFIDENCE – Essential, RESTRICTED – Very Important, CONFIDENTIAL – Important, SECRET – Desirable.
The Deed of Confidentiality Contained In The Conditions of Deed, Attachment I Shall Be Endorsed By The Contractor As One of The Conditions of The Standing Offer.
