J0109 Larrakeyah Barracks and N2238 HMAS Coonawarra Managing Contractor Contract

Defence are seeking Managing Contractor services for projects at Larrakeyah Barracks and HMAS Coonawarra, located at Darwin NT. At the time of issuing the Tender Documents, the J0109 Larrakeyah Barracks Redevelopment project scope includes upgrading engineering services across the Base, providing new buildings for NORFORCE and a Multi User Facilities as well as refurbishments to the other ranks mess, living in accommodation and gymnasium plus upgrading marine structures at HMAS Coonawarra. The N2238 Facilities to Support Naval Operations in the North will provide a new outer wharf and enhanced Defence Fuel Installation at HMAS Coonawarra.
- The Tender Documents will be available from the Tender Administrator.
- Applications to receive Tender Documents must be made in writing and applicants will be required to execute a Disclaimer and Confidentiality Agreement prior to receiving any Tender Documents.
- An industry briefing is scheduled during the week commencing 29 February 2016 at Larrakeyah Barracks, Darwin NT. Details for attendance will be available from the Tender Administrator.
To submit a conforming Tender:
- the Tender must be submitted in accordance with clause 3.1(a) (including submission to the address specified in the Tender Documents by the Closing Time and Date described in the Tender Documents);
- the Tender must satisfy each minimum form and content requirement in clause 3.1(b); and
- the Tenderer must satisfy each condition for participation in clause 3.1(c),
of the Tender Conditions, set out in the Tender Documents. The evaluation criteria are described in clause 4 of the Tender Conditions, set out in the Tender Documents.

The Australian Government's Building and Construction WHS Accreditation Scheme pursuant to the Fair Work (Building Industry) Act 2012 (Cth) and the Fair Work (Building Industry - Accreditation Scheme) Regulations 2005 (Cth) applies to this Project.
The works described in the Tender Documents are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth).
The Australian Government's Indigenous Opportunities Policy applies.
The Planning Phase Works commenced in December 2015 with Completion on or before November 2017.
The Delivery Phase Works is anticipated to commence in December 2017 with completion by December 2020.
